新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)是全球具(ju)有战(zhan)略性和先导性的(de)新(xin)(xin)兴产业,代表着(zhe)未来(lai)技术变革和能(neng)(neng)(neng)源(yuan)(yuan)发(fa)(fa)展的(de)方(fang)向,是调整优化产业结(jie)构(gou)(gou)、培(pei)育发(fa)(fa)展新(xin)(xin)动能(neng)(neng)(neng)的(de)重要领域,是解(jie)决能(neng)(neng)(neng)源(yuan)(yuan)资(zi)源(yuan)(yuan)短缺、加强(qiang)生(sheng)态环(huan)境保护(hu)的(de)重要途径。大(da)力发(fa)(fa)展新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)产业,对提升我(wo)省产业核心竞争力,抢占(zhan)未来(lai)经(jing)济和科技发(fa)(fa)展制(zhi)高点(dian),加快推(tui)进新(xin)(xin)旧动能(neng)(neng)(neng)转换以及(ji)调整优化能(neng)(neng)(neng)源(yuan)(yuan)结(jie)构(gou)(gou)都具(ju)有重要的(de)战(zhan)略意(yi)义。
为全面贯彻党(dang)的(de)十九大(da)精(jing)神和(he)(he)习(xi)近平(ping)总书记绿色低碳发(fa)展(zhan)理念,认真落实省(sheng)委、省(sheng)政府关于加快新(xin)旧(jiu)动(dong)能(neng)(neng)(neng)(neng)(neng)(neng)转换(huan)的(de)重(zhong)(zhong)大(da)决策(ce)部署(shu),科学推进全省(sheng)新(xin)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)产(chan)业(ye)快速发(fa)展(zhan),有效(xiao)激发(fa)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)领域“新(xin)动(dong)能(neng)(neng)(neng)(neng)(neng)(neng)”,根据《山(shan)东新(xin)旧(jiu)动(dong)能(neng)(neng)(neng)(neng)(neng)(neng)转换(huan)综合试(shi)验区建设总体方案》《山(shan)东省(sheng)新(xin)旧(jiu)动(dong)能(neng)(neng)(neng)(neng)(neng)(neng)转换(huan)重(zhong)(zhong)大(da)工程实施规(gui)划》《能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)生(sheng)产(chan)和(he)(he)消费革命(ming)战略(2016-2030)》等(deng),制定《山(shan)东省(sheng)新(xin)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)产(chan)业(ye)发(fa)展(zhan)规(gui)划(2018-2028年)》(以下(xia)简称《规(gui)划》)。《规(gui)划》内容(rong)包括发(fa)展(zhan)基(ji)础、发(fa)展(zhan)形(xing)势、发(fa)展(zhan)思路原(yuan)则目标(biao)、重(zhong)(zhong)点(dian)任务和(he)(he)保障(zhang)措施5个部分,涵盖(gai)新(xin)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)汽(qi)车、核电、智能(neng)(neng)(neng)(neng)(neng)(neng)电网(wang)及储能(neng)(neng)(neng)(neng)(neng)(neng)、热泵(beng)、太阳能(neng)(neng)(neng)(neng)(neng)(neng)、风(feng)能(neng)(neng)(neng)(neng)(neng)(neng)、生(sheng)物质能(neng)(neng)(neng)(neng)(neng)(neng)、氢(qing)能(neng)(neng)(neng)(neng)(neng)(neng)、可燃(ran)冰、海洋能(neng)(neng)(neng)(neng)(neng)(neng)等(deng)领域。
《规(gui)划(hua)》基准年(nian)为2017年(nian)。
一、发展基础
(一)发展(zhan)现(xian)状。
1.新(xin)能(neng)源装(zhuang)(zhuang)备(bei)(bei)(bei)。我省(sheng)新(xin)能(neng)源装(zhuang)(zhuang)备(bei)(bei)(bei)产(chan)(chan)(chan)业(ye)(ye)(ye)(ye)起(qi)步(bu)较(jiao)早,产(chan)(chan)(chan)业(ye)(ye)(ye)(ye)体(ti)(ti)系(xi)(xi)比较(jiao)完(wan)备(bei)(bei)(bei),综合实力不断提(ti)升,发(fa)展(zhan)(zhan)势头(tou)良好(hao)。2017年(nian),全(quan)省(sheng)新(xin)能(neng)源产(chan)(chan)(chan)业(ye)(ye)(ye)(ye)增(zeng)加值(zhi)达到1100亿元左右。太阳(yang)能(neng)光热(re)产(chan)(chan)(chan)业(ye)(ye)(ye)(ye)稳(wen)(wen)居全(quan)国首位(wei),形成(cheng)了济南、德州、东营等各具(ju)特(te)色(se)的太阳(yang)能(neng)产(chan)(chan)(chan)业(ye)(ye)(ye)(ye)集(ji)聚区(qu)。依(yi)托国家(jia)级(ji)核(he)电(dian)产(chan)(chan)(chan)业(ye)(ye)(ye)(ye)技术创新(xin)平台、海阳(yang)核(he)电(dian)项目建设,烟台已初步(bu)建立了集(ji)研发(fa)、制(zhi)造、推广应用于一体(ti)(ti)的核(he)电(dian)产(chan)(chan)(chan)业(ye)(ye)(ye)(ye)体(ti)(ti)系(xi)(xi),拥有(you)莱山、海阳(yang)两个省(sheng)级(ji)核(he)电(dian)工业(ye)(ye)(ye)(ye)园区(qu)和30多家(jia)核(he)电(dian)装(zhuang)(zhuang)备(bei)(bei)(bei)制(zhi)造及配套企(qi)业(ye)(ye)(ye)(ye),占(zhan)全(quan)省(sheng)核(he)电(dian)装(zhuang)(zhuang)备(bei)(bei)(bei)产(chan)(chan)(chan)值(zhi)90%的市场(chang)份额(e)。地热(re)能(neng)及空气(qi)能(neng)装(zhuang)(zhuang)备(bei)(bei)(bei)制(zhi)造业(ye)(ye)(ye)(ye)快(kuai)速发(fa)展(zhan)(zhan),省(sheng)内具(ju)有(you)一定规模(mo)的地源热(re)泵(beng)、空气(qi)源热(re)泵(beng)生(sheng)产(chan)(chan)(chan)企(qi)业(ye)(ye)(ye)(ye)100余家(jia),热(re)泵(beng)系(xi)(xi)统集(ji)成(cheng)企(qi)业(ye)(ye)(ye)(ye)300余家(jia),具(ju)有(you)良好(hao)的产(chan)(chan)(chan)业(ye)(ye)(ye)(ye)、技术支(zhi)撑。智能(neng)电(dian)网(wang)产(chan)(chan)(chan)业(ye)(ye)(ye)(ye)发(fa)展(zhan)(zhan)基础较(jiao)好(hao),全(quan)省(sheng)中小型(xing)变(bian)压器产(chan)(chan)(chan)量居全(quan)国首位(wei),拥有(you)一批(pi)国内先进企(qi)业(ye)(ye)(ye)(ye),初步(bu)形成(cheng)了以输变(bian)电(dian)设备(bei)(bei)(bei)、配电(dian)自动(dong)化装(zhuang)(zhuang)置和电(dian)网(wang)“互联网(wang)+”等为(wei)特(te)色(se)的智能(neng)电(dian)网(wang)产(chan)(chan)(chan)业(ye)(ye)(ye)(ye)格局。新(xin)能(neng)源汽车生(sheng)产(chan)(chan)(chan)规模(mo)稳(wen)(wen)步(bu)增(zeng)长,2017年(nian),全(quan)省(sheng)共生(sheng)产(chan)(chan)(chan)新(xin)能(neng)源汽车14.05万辆,占(zhan)全(quan)国的18%左右,成(cheng)为(wei)新(xin)能(neng)源汽车生(sheng)产(chan)(chan)(chan)大省(sheng)。
2.新(xin)能源(yuan)(yuan)应(ying)用(yong)。近(jin)年(nian)(nian)来,围绕改善大气环境(jing)质(zhi)(zhi)(zhi)量(liang)、减少煤炭等化石能源(yuan)(yuan)消耗、调整优化能源(yuan)(yuan)结构,我省(sheng)加快推(tui)进新(xin)能源(yuan)(yuan)开发(fa)(fa)利(li)用(yong),推(tui)广(guang)(guang)应(ying)用(yong)规模和范围不断(duan)扩大,成为全(quan)(quan)省(sheng)能源(yuan)(yuan)行业(ye)发(fa)(fa)展的突(tu)出亮点。截至2017年(nian)(nian)年(nian)(nian)底,全(quan)(quan)省(sheng)全(quan)(quan)口径新(xin)能源(yuan)(yuan)开发(fa)(fa)利(li)用(yong)量(liang)占能源(yuan)(yuan)消费总量(liang)的比重达4.3%。新(xin)能源(yuan)(yuan)发(fa)(fa)电(dian)(dian)(dian)(dian)呈现跨越式发(fa)(fa)展,发(fa)(fa)电(dian)(dian)(dian)(dian)装机(ji)容(rong)量(liang)达2437万(wan)(wan)(wan)千(qian)(qian)(qian)瓦(wa),占全(quan)(quan)省(sheng)电(dian)(dian)(dian)(dian)力总装机(ji)的19.4%。其中(zhong),风电(dian)(dian)(dian)(dian)、光(guang)伏发(fa)(fa)电(dian)(dian)(dian)(dian)装机(ji)容(rong)量(liang)均突(tu)破千(qian)(qian)(qian)万(wan)(wan)(wan)千(qian)(qian)(qian)瓦(wa)级,分别达到1061万(wan)(wan)(wan)千(qian)(qian)(qian)瓦(wa)、1052万(wan)(wan)(wan)千(qian)(qian)(qian)瓦(wa);生物质(zhi)(zhi)(zhi)发(fa)(fa)电(dian)(dian)(dian)(dian)装机(ji)容(rong)量(liang)居(ju)全(quan)(quan)国(guo)首(shou)位,达到216万(wan)(wan)(wan)千(qian)(qian)(qian)瓦(wa);海阳(yang)核电(dian)(dian)(dian)(dian)一期(qi)工(gong)(gong)程(cheng)、荣(rong)成石岛(dao)湾(wan)高温气冷(leng)堆示范工(gong)(gong)程(cheng)建设(she)有(you)(you)(you)序推(tui)进。新(xin)能源(yuan)(yuan)其他领域综(zong)合(he)利(li)用(yong)也实现新(xin)突(tu)破,太阳(yang)能光(guang)热产品集热面积保(bao)有(you)(you)(you)量(liang)约(yue)1.2亿平(ping)方米,占全(quan)(quan)国(guo)的30%左右;地热供暖面积4000万(wan)(wan)(wan)平(ping)方米,浅层地热能利(li)用(yong)居(ju)全(quan)(quan)国(guo)首(shou)位;生物质(zhi)(zhi)(zhi)固体成型(xing)燃(ran)料(liao)年(nian)(nian)利(li)用(yong)量(liang)约(yue)50万(wan)(wan)(wan)吨;车(che)用(yong)乙醇汽(qi)油年(nian)(nian)试点推(tui)广(guang)(guang)量(liang)约(yue)120万(wan)(wan)(wan)吨。新(xin)能源(yuan)(yuan)汽(qi)车(che)推(tui)广(guang)(guang)快速增(zeng)长,累计保(bao)有(you)(you)(you)量(liang)14.6万(wan)(wan)(wan)辆(liang),充电(dian)(dian)(dian)(dian)基础设(she)施保(bao)有(you)(you)(you)量(liang)2.2万(wan)(wan)(wan)个,均居(ju)全(quan)(quan)国(guo)前列。
3.新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)技(ji)(ji)(ji)(ji)(ji)(ji)术(shu)(shu)(shu)(shu)(shu)。顺(shun)应全(quan)球(qiu)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)技(ji)(ji)(ji)(ji)(ji)(ji)术(shu)(shu)(shu)(shu)(shu)革命发(fa)展趋势,我省(sheng)(sheng)(sheng)在核(he)(he)能(neng)(neng)(neng)(neng)(neng)、智(zhi)能(neng)(neng)(neng)(neng)(neng)电(dian)(dian)(dian)网等重点(dian)领域(yu)技(ji)(ji)(ji)(ji)(ji)(ji)术(shu)(shu)(shu)(shu)(shu)实(shi)现(xian)突(tu)破,氢能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)、海(hai)洋能(neng)(neng)(neng)(neng)(neng)等前瞻性(xing)技(ji)(ji)(ji)(ji)(ji)(ji)术(shu)(shu)(shu)(shu)(shu)稳(wen)步推进,国(guo)(guo)家(jia)(jia)(jia)企(qi)业(ye)(ye)技(ji)(ji)(ji)(ji)(ji)(ji)术(shu)(shu)(shu)(shu)(shu)中心(xin)(xin)、行业(ye)(ye)创(chuang)(chuang)新(xin)中心(xin)(xin)等一(yi)(yi)批重大创(chuang)(chuang)新(xin)平(ping)台逐步建成,新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)领域(yu)的科技(ji)(ji)(ji)(ji)(ji)(ji)创(chuang)(chuang)新(xin)支撑能(neng)(neng)(neng)(neng)(neng)力显(xian)著增强。截至2017年年底,我省(sheng)(sheng)(sheng)新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)领域(yu)共拥有国(guo)(guo)家(jia)(jia)(jia)工程(cheng)实(shi)验(yan)(yan)室1个、国(guo)(guo)家(jia)(jia)(jia)工程(cheng)技(ji)(ji)(ji)(ji)(ji)(ji)术(shu)(shu)(shu)(shu)(shu)研(yan)究(jiu)(jiu)中心(xin)(xin)1个、国(guo)(guo)家(jia)(jia)(jia)工程(cheng)研(yan)究(jiu)(jiu)中心(xin)(xin)1个、国(guo)(guo)家(jia)(jia)(jia)企(qi)业(ye)(ye)技(ji)(ji)(ji)(ji)(ji)(ji)术(shu)(shu)(shu)(shu)(shu)中心(xin)(xin)22个、省(sheng)(sheng)(sheng)级(ji)工程(cheng)实(shi)验(yan)(yan)室31个、省(sheng)(sheng)(sheng)级(ji)重点(dian)实(shi)验(yan)(yan)室5个、省(sheng)(sheng)(sheng)级(ji)工程(cheng)技(ji)(ji)(ji)(ji)(ji)(ji)术(shu)(shu)(shu)(shu)(shu)研(yan)究(jiu)(jiu)中心(xin)(xin)28个、省(sheng)(sheng)(sheng)级(ji)工程(cheng)研(yan)究(jiu)(jiu)中心(xin)(xin)7个。核(he)(he)电(dian)(dian)(dian)防火保护产品(pin)“电(dian)(dian)(dian)缆(lan)及电(dian)(dian)(dian)缆(lan)桥架防火包覆(fu)装(zhuang)(zhuang)置(zhi)”与(yu)(yu)(yu)“非能(neng)(neng)(neng)(neng)(neng)动(dong)实(shi)体防火保护结构”填补(bu)国(guo)(guo)内(nei)技(ji)(ji)(ji)(ji)(ji)(ji)术(shu)(shu)(shu)(shu)(shu)空(kong)白。核(he)(he)电(dian)(dian)(dian)岛(dao)内(nei)电(dian)(dian)(dian)缆(lan)生产获得许(xu)可(ke),打(da)破国(guo)(guo)外该技(ji)(ji)(ji)(ji)(ji)(ji)术(shu)(shu)(shu)(shu)(shu)垄断。烟台“国(guo)(guo)家(jia)(jia)(jia)级(ji)核(he)(he)电(dian)(dian)(dian)产业(ye)(ye)技(ji)(ji)(ji)(ji)(ji)(ji)术(shu)(shu)(shu)(shu)(shu)创(chuang)(chuang)新(xin)平(ping)台”是国(guo)(guo)内(nei)唯一(yi)(yi)集核(he)(he)电(dian)(dian)(dian)技(ji)(ji)(ji)(ji)(ji)(ji)术(shu)(shu)(shu)(shu)(shu)研(yan)发(fa)与(yu)(yu)(yu)产业(ye)(ye)化于一(yi)(yi)体的国(guo)(guo)家(jia)(jia)(jia)级(ji)创(chuang)(chuang)新(xin)平(ping)台。可(ke)燃(ran)冰勘察开(kai)采(cai)技(ji)(ji)(ji)(ji)(ji)(ji)术(shu)(shu)(shu)(shu)(shu)、装(zhuang)(zhuang)备实(shi)现(xian)历(li)史(shi)性(xing)突(tu)破,自(zi)主设计制造全(quan)球(qiu)最先进的超水深(shen)(shen)、双(shuang)钻(zuan)塔半潜(qian)式可(ke)燃(ran)冰钻(zuan)井平(ping)台,安装(zhuang)(zhuang)工艺、焊接工艺世(shi)界领先;在水合物(wu)微(wei)观测试(shi)技(ji)(ji)(ji)(ji)(ji)(ji)术(shu)(shu)(shu)(shu)(shu)、仿真模拟实(shi)验(yan)(yan)研(yan)究(jiu)(jiu)等方面居全(quan)国(guo)(guo)前列(lie),为我国(guo)(guo)首次(ci)可(ke)燃(ran)冰成功试(shi)采(cai)提(ti)供了(le)强有力的理论(lun)和技(ji)(ji)(ji)(ji)(ji)(ji)术(shu)(shu)(shu)(shu)(shu)支撑。深(shen)(shen)海(hai)钻(zuan)探隔水管打(da)破了(le)国(guo)(guo)外供应商对深(shen)(shen)海(hai)钻(zuan)采(cai)核(he)(he)心(xin)(xin)部件的垄断。电(dian)(dian)(dian)动(dong)汽车充(chong)电(dian)(dian)(dian)群(qun)管群(qun)控、微(wei)网控制与(yu)(yu)(yu)电(dian)(dian)(dian)网互动(dong)技(ji)(ji)(ji)(ji)(ji)(ji)术(shu)(shu)(shu)(shu)(shu)等达到国(guo)(guo)际领先水平(ping)。
4.新(xin)(xin)(xin)(xin)模(mo)式、新(xin)(xin)(xin)(xin)业(ye)(ye)(ye)态(tai)。新(xin)(xin)(xin)(xin)能(neng)(neng)源产业(ye)(ye)(ye)和互联(lian)网(wang)、先进信息(xi)技术加速融合(he),新(xin)(xin)(xin)(xin)能(neng)(neng)源领域新(xin)(xin)(xin)(xin)模(mo)式、新(xin)(xin)(xin)(xin)业(ye)(ye)(ye)态(tai)不断涌现(xian)。“光(guang)(guang)伏+渔业(ye)(ye)(ye)”“光(guang)(guang)伏+生态(tai)农业(ye)(ye)(ye)”“光(guang)(guang)伏+采煤(mei)塌陷地治理”等(deng)呈现(xian)规模(mo)化(hua)(hua)发(fa)展(zhan)态(tai)势。全(quan)(quan)国首创(chuang)的(de)“光(guang)(guang)伏+生态(tai)农业(ye)(ye)(ye)”综(zong)合(he)利用发(fa)展(zhan)模(mo)式已(yi)在(zai)全(quan)(quan)国复制推(tui)广,全(quan)(quan)球首条高速光(guang)(guang)伏路面示(shi)范项目在(zai)济南(nan)建成,实(shi)(shi)现(xian)交通(tong)运输行业(ye)(ye)(ye)与新(xin)(xin)(xin)(xin)能(neng)(neng)源产业(ye)(ye)(ye)的(de)深度融合(he)。新(xin)(xin)(xin)(xin)能(neng)(neng)源汽车共(gong)享(xiang)业(ye)(ye)(ye)务(wu)(wu)开始布局(ju),推(tui)动传统租赁模(mo)式向智(zhi)能(neng)(neng)化(hua)(hua)、绿色化(hua)(hua)、信息(xi)化(hua)(hua)转变。以(yi)智(zhi)慧(hui)车联(lian)网(wang)为(wei)核心,以(yi)充(chong)电(dian)服务(wu)(wu)、汽车服务(wu)(wu)和综(zong)合(he)能(neng)(neng)源服务(wu)(wu)为(wei)重(zhong)点,打造了“互联(lian)网(wang)+智(zhi)慧(hui)出行”生态(tai)体系、“互联(lian)网(wang)+充(chong)电(dian)桩(zhuang)(zhuang)+新(xin)(xin)(xin)(xin)能(neng)(neng)源汽车”新(xin)(xin)(xin)(xin)模(mo)式,实(shi)(shi)现(xian)了新(xin)(xin)(xin)(xin)能(neng)(neng)源汽车、充(chong)电(dian)桩(zhuang)(zhuang)的(de)全(quan)(quan)程监控、大数据分析和运营(ying)。建成覆(fu)盖全(quan)(quan)省的(de)光(guang)(guang)纤主干(gan)网(wang),220千伏及(ji)以(yi)下变电(dian)站全(quan)(quan)部实(shi)(shi)现(xian)无人值班(ban),初步形(xing)成了“互联(lian)网(wang)+电(dian)网(wang)”发(fa)展(zhan)格局(ju)。青(qing)岛中德(de)生态(tai)园等(deng)5个(ge)项目纳(na)入国家新(xin)(xin)(xin)(xin)能(neng)(neng)源微(wei)电(dian)网(wang)示(shi)范,探索电(dian)力能(neng)(neng)源服务(wu)(wu)的(de)新(xin)(xin)(xin)(xin)型商(shang)业(ye)(ye)(ye)运营(ying)模(mo)式和新(xin)(xin)(xin)(xin)业(ye)(ye)(ye)态(tai),推(tui)动更加具有(you)活(huo)力的(de)电(dian)力市(shi)场(chang)化(hua)(hua)创(chuang)新(xin)(xin)(xin)(xin)发(fa)展(zhan)。
(二)呈现特点。近年来我(wo)省新能源应用和产业取得(de)了长足发展(zhan),但(dan)仍存在一些亟待解决的问题,主要呈现以下(xia)特点:
一是(shi)产(chan)业(ye)发(fa)(fa)展起步早,但规(gui)模(mo)总量偏小。我省新(xin)(xin)能(neng)源(yuan)(yuan)发(fa)(fa)展起步较(jiao)早,太阳能(neng)光热产(chan)业(ye)率先在全(quan)(quan)国(guo)形成(cheng)规(gui)模(mo),曾占(zhan)据半壁江(jiang)山,但竞争优势(shi)逐步减弱;生(sheng)物(wu)(wu)质(zhi)能(neng)、热泵等最先实现(xian)产(chan)业(ye)化(hua),但行(xing)业(ye)地(di)位低(di)、影响力弱;新(xin)(xin)能(neng)源(yuan)(yuan)汽车发(fa)(fa)展较(jiao)早,但创新(xin)(xin)能(neng)力不(bu)(bu)强,产(chan)业(ye)规(gui)模(mo)不(bu)(bu)大,乘用(yong)(yong)车自主(zhu)品牌缺失。1986年,威海(hai)荣成(cheng)建(jian)成(cheng)了(le)全(quan)(quan)国(guo)第(di)(di)一个(ge)(ge)风(feng)电场,2006年,菏(he)泽(ze)单县建(jian)成(cheng)全(quan)(quan)国(guo)第(di)(di)一个(ge)(ge)农林生(sheng)物(wu)(wu)质(zhi)发(fa)(fa)电项目。目前(qian),由于(yu)(yu)缺乏可供规(gui)模(mo)化(hua)开发(fa)(fa)的(de)水电,核电项目也尚在建(jian)设(she),全(quan)(quan)省全(quan)(quan)口(kou)径新(xin)(xin)能(neng)源(yuan)(yuan)开发(fa)(fa)利用(yong)(yong)占(zhan)能(neng)源(yuan)(yuan)消费总量比重仅为(wei)5.5%,低(di)于(yu)(yu)全(quan)(quan)国(guo)8.7个(ge)(ge)百分点;新(xin)(xin)能(neng)源(yuan)(yuan)产(chan)业(ye)增加值(zhi)仅占(zhan)全(quan)(quan)省GDP的(de)1.5%,远低(di)于(yu)(yu)江(jiang)苏、浙江(jiang)等先进省份(fen)的(de)发(fa)(fa)展水平(ping)。
二是新(xin)能(neng)源(yuan)(yuan)应用(yong)发(fa)(fa)展快(kuai),但对(dui)产业(ye)带动作用(yong)弱。我省新(xin)能(neng)源(yuan)(yuan)开(kai)发(fa)(fa)应用(yong)快(kuai)速(su)推进(jin)(jin),“十二五”以来(lai),风电(dian)、光伏发(fa)(fa)电(dian)、生(sheng)物质发(fa)(fa)电(dian)装(zhuang)机(ji)容量(liang)(liang)(liang)年均分别(bie)增(zeng)长33.8%、146.5%、31.9%。生(sheng)物质发(fa)(fa)电(dian)装(zhuang)机(ji)容量(liang)(liang)(liang)、太(tai)阳能(neng)光热(re)(re)产品集(ji)热(re)(re)面(mian)积保有(you)量(liang)(liang)(liang)、地热(re)(re)能(neng)供(gong)暖(制冷)面(mian)积一直(zhi)保持(chi)全(quan)国(guo)领先地位,2017年,我省光伏发(fa)(fa)电(dian)装(zhuang)机(ji)容量(liang)(liang)(liang)也跃居全(quan)国(guo)首位,风电(dian)装(zhuang)机(ji)容量(liang)(liang)(liang)进(jin)(jin)入(ru)全(quan)国(guo)前(qian)五位。但新(xin)能(neng)源(yuan)(yuan)装(zhuang)备制造产业(ye)规模(mo)不大,发(fa)(fa)展速(su)度(du)不快(kuai),应用(yong)与产业(ye)融合度(du)低,产业(ye)支撑能(neng)力较弱,不能(neng)有(you)效满足新(xin)能(neng)源(yuan)(yuan)应用(yong)快(kuai)速(su)增(zeng)长的需求。
三是(shi)企(qi)(qi)业(ye)数量(liang)多,但龙(long)头企(qi)(qi)业(ye)少。我省新(xin)能源领域企(qi)(qi)业(ye)总量(liang)达(da)2400余家,但是(shi)大(da)部分企(qi)(qi)业(ye)规模(mo)较(jiao)小,龙(long)头骨干(gan)企(qi)(qi)业(ye)不多,带动作用不强,产业(ye)集聚效应不够显著。2017年,无一(yi)家新(xin)能源企(qi)(qi)业(ye)入围(wei)山东(dong)百强企(qi)(qi)业(ye),产值过百亿的新(xin)能源企(qi)(qi)业(ye)仅有2家。江苏(su)省仅光伏产业(ye)产值超过百亿元的已达(da)6家,南京市(shi)智能电网产业(ye)在国内市(shi)场占有率(lv)超过70%。
四是产业(ye)(ye)门类(lei)齐全(quan),但核(he)心(xin)竞争(zheng)力不(bu)(bu)(bu)足(zu)。我省(sheng)已初(chu)步形成太阳能(neng)(neng)(neng)、风能(neng)(neng)(neng)、生物质能(neng)(neng)(neng)、地(di)热能(neng)(neng)(neng)、新(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)汽车、智能(neng)(neng)(neng)电网(wang)等门类(lei)比较齐全(quan)的(de)(de)新(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)产业(ye)(ye)发(fa)展(zhan)体(ti)(ti)系,但新(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)科(ke)技创(chuang)新(xin)(xin)(xin)投入不(bu)(bu)(bu)足(zu),自主(zhu)创(chuang)新(xin)(xin)(xin)技术薄(bo)弱,导致产业(ye)(ye)发(fa)展(zhan)层次(ci)不(bu)(bu)(bu)高(gao)、核(he)心(xin)竞争(zheng)力不(bu)(bu)(bu)强(qiang),缺(que)乏制造(zao)关键核(he)心(xin)新(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)装备的(de)(de)龙头(tou)企业(ye)(ye),缺(que)少具有国际国内(nei)影响力的(de)(de)知名品牌,产业(ye)(ye)产品配(pei)套协(xie)作能(neng)(neng)(neng)力不(bu)(bu)(bu)强(qiang),以(yi)基地(di)或集聚区建设为(wei)载体(ti)(ti)的(de)(de)发(fa)展(zhan)格(ge)局尚(shang)未(wei)形成,新(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)产业(ye)(ye)总体(ti)(ti)上(shang)全(quan)而(er)不(bu)(bu)(bu)优、多而(er)不(bu)(bu)(bu)强(qiang)。
二、发展形势
当前,新一轮科(ke)技革命(ming)和(he)产业(ye)变(bian)革加速孕(yun)育(yu)、集(ji)聚迸发,新能源(yuan)领域技术(shu)创(chuang)新层出不穷,新模式(shi)(shi)、新业(ye)态不断涌现,我省(sheng)新能源(yuan)产业(ye)发展机遇与(yu)挑战并(bing)存,必须统筹全局,把(ba)握(wo)机遇,因(yin)势利导,集(ji)中力(li)量(liang)实现跨(kua)越式(shi)(shi)发展。
从国(guo)际看,以新能(neng)(neng)(neng)源(yuan)为代表(biao)的(de)新兴(xing)产(chan)业(ye)重大(da)颠(dian)覆性创(chuang)新不(bu)时出(chu)现,新能(neng)(neng)(neng)源(yuan)汽车(che)、页(ye)岩气(qi)等(deng)(deng)关键技术不(bu)断(duan)突破,分布式(shi)能(neng)(neng)(neng)源(yuan)、能(neng)(neng)(neng)源(yuan)互(hu)联网等(deng)(deng)领域蓬(peng)勃兴(xing)起;新能(neng)(neng)(neng)源(yuan)技术与新一代信息技术、互(hu)联网、大(da)数(shu)据等(deng)(deng)相互(hu)渗透、不(bu)断(duan)融合,各主(zhu)要国(guo)家(jia)纷纷将(jiang)新能(neng)(neng)(neng)源(yuan)作为科技创(chuang)新的(de)战(zhan)略(lve)(lve)制高点和产(chan)业(ye)转型发(fa)展(zhan)的(de)先手棋。同时,在全球共同应(ying)对气(qi)候变化(hua)(hua)的(de)大(da)背景下,欧盟、日本、北美等(deng)(deng)主(zhu)要发(fa)达国(guo)家(jia)纷纷更(geng)新和制定新能(neng)(neng)(neng)源(yuan)发(fa)展(zhan)战(zhan)略(lve)(lve),能(neng)(neng)(neng)源(yuan)加速向清洁(jie)化(hua)(hua)、低碳化(hua)(hua)新能(neng)(neng)(neng)源(yuan)时代迈进。
从国(guo)内看,我国(guo)经济已(yi)由高速增长阶段(duan)转向高质量发展(zhan)阶段(duan),党的十九大深(shen)刻阐(chan)明(ming)(ming)了习近平新(xin)(xin)(xin)时代中国(guo)特色(se)社会主(zhu)义思想,将“构建市场导向的绿色(se)技术(shu)创(chuang)新(xin)(xin)(xin)体系,壮大清(qing)洁(jie)能(neng)(neng)源(yuan)(yuan)产业(ye)”纳入加快生态(tai)文明(ming)(ming)体制改革(ge)、建设美(mei)丽中国(guo)的重要(yao)篇章,为(wei)加快推(tui)动(dong)新(xin)(xin)(xin)能(neng)(neng)源(yuan)(yuan)产业(ye)发展(zhan)、培育经济社会发展(zhan)新(xin)(xin)(xin)动(dong)能(neng)(neng)指明(ming)(ming)了方向。顺应全(quan)球能(neng)(neng)源(yuan)(yuan)清(qing)洁(jie)低碳(tan)发展(zhan)的大趋(qu)势,我国(guo)加快实施油气替代煤炭(tan)、非(fei)化(hua)石(shi)能(neng)(neng)源(yuan)(yuan)替代化(hua)石(shi)能(neng)(neng)源(yuan)(yuan)“双替代战(zhan)略”,明(ming)(ming)确提(ti)出(chu)“到2030年(nian),非(fei)化(hua)石(shi)能(neng)(neng)源(yuan)(yuan)占(zhan)能(neng)(neng)源(yuan)(yuan)消(xiao)费(fei)总量比重达(da)到20%左右”,使新(xin)(xin)(xin)能(neng)(neng)源(yuan)(yuan)与可再(zai)生能(neng)(neng)源(yuan)(yuan)成为(wei)能(neng)(neng)源(yuan)(yuan)增量的主(zhu)要(yao)力量。
从(cong)省内看(kan),我省能(neng)(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)(xiao)费总量(liang)大(da),煤炭消(xiao)(xiao)费占(zhan)比高,减(jian)少煤炭消(xiao)(xiao)费、加快(kuai)(kuai)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)结构优化调整(zheng)压力巨(ju)大(da)。《山东省能(neng)(neng)(neng)源(yuan)(yuan)(yuan)中长期发展规划(hua)(hua)》已(yi)明确提出(chu)“到2030年,全省新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)和可再生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)(xiao)费提高到18%左右(you)”。同时,我省资(zi)源(yuan)(yuan)(yuan)型、重(zhong)化型产(chan)(chan)(chan)业(ye)(ye)结构突(tu)出(chu),提升产(chan)(chan)(chan)业(ye)(ye)层次(ci)、优化产(chan)(chan)(chan)业(ye)(ye)结构、实现(xian)转型升级的任务十分艰巨(ju)。《山东省新(xin)旧(jiu)动能(neng)(neng)(neng)转换重(zhong)大(da)工程实施规划(hua)(hua)》将新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)新(xin)材料产(chan)(chan)(chan)业(ye)(ye)纳入(ru)十强产(chan)(chan)(chan)业(ye)(ye),为新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)产(chan)(chan)(chan)业(ye)(ye)发展提供(gong)了重(zhong)大(da)历史机遇。要按照省委、省政府的统一(yi)决策部署,依托(tuo)既有产(chan)(chan)(chan)业(ye)(ye)基础,抓住重(zhong)点、突(tu)出(chu)特(te)色,明确主攻方向,集中优势资(zi)源(yuan)(yuan)(yuan),实现(xian)快(kuai)(kuai)速高效(xiao)发展。
三、发展思路、原则和目标
(一)发(fa)展思路。以习(xi)近平(ping)新(xin)(xin)时代中国(guo)(guo)特色社会主(zhu)义思想为(wei)指导,全面贯彻(che)党(dang)的(de)十九(jiu)大和十九(jiu)届二中、三中精神,认(ren)真落实省委、省政府(fu)新(xin)(xin)旧动(dong)能转(zhuan)换(huan)重大工(gong)程决(jue)策部署,牢固树立新(xin)(xin)发(fa)展理念(nian),以供(gong)给(ji)侧结(jie)构(gou)性改革为(wei)主(zhu)线(xian),以新(xin)(xin)技术、新(xin)(xin)产(chan)业(ye)、新(xin)(xin)业(ye)态、新(xin)(xin)模(mo)式(shi)为(wei)核心,坚持绿色低碳发(fa)展方针,转(zhuan)变发(fa)展方式(shi),强化技术创新(xin)(xin),完善体制机制,促(cu)进产(chan)业(ye)智慧(hui)化、智慧(hui)产(chan)业(ye)化、跨界(jie)融合化、品牌高端化,积极推动(dong)新(xin)(xin)能源(yuan)产(chan)业(ye)多元化、规模(mo)化、高质(zhi)量发(fa)展,打造(zao)一批国(guo)(guo)内领先、在国(guo)(guo)际有影响(xiang)力的(de)产(chan)业(ye)集(ji)聚(ju)区和特色产(chan)业(ye)集(ji)群,逐步实现由(you)“山(shan)东制造(zao)”向“山(shan)东智造(zao)”“山(shan)东创造(zao)”转(zhuan)变,为(wei)新(xin)(xin)旧动(dong)能转(zhuan)换(huan)提(ti)供(gong)强有力支撑。
(二(er))发展原(yuan)则。
统(tong)(tong)筹(chou)(chou)规(gui)划(hua),协调(diao)发(fa)(fa)展(zhan)。统(tong)(tong)筹(chou)(chou)规(gui)划(hua)新(xin)能源(yuan)产业发(fa)(fa)展(zhan)与(yu)经(jing)济社会(hui)转型、能源(yuan)总体布局、生态(tai)环境保护(hu)以及新(xin)型城镇化建设(she),坚持规(gui)划(hua)引导、科学推(tui)进,注(zhu)重规(gui)划(hua)统(tong)(tong)筹(chou)(chou)协调(diao)发(fa)(fa)展(zhan),注(zhu)重开发(fa)(fa)利用与(yu)产业提升(sheng)、技术进步协调(diao)发(fa)(fa)展(zhan)。统(tong)(tong)筹(chou)(chou)陆地和海(hai)洋(yang)经(jing)济协调(diao)发(fa)(fa)展(zhan),拓(tuo)展(zhan)成(cheng)(cheng)长(zhang)空间,形成(cheng)(cheng)自身发(fa)(fa)展(zhan)新(xin)优势(shi)与(yu)周边协同互动(dong)新(xin)格局。
突出重点,优(you)质发(fa)展。紧跟国内外新(xin)(xin)能源发(fa)展趋势,加快(kuai)推进(jin)新(xin)(xin)能源汽车、核电(dian)、智能电(dian)网及储能等重点领域发(fa)展,依托(tuo)项目拉动和(he)产(chan)业带动,大力提升(sheng)新(xin)(xin)能源产(chan)业发(fa)展层(ceng)次,壮大产(chan)业规模,促进(jin)新(xin)(xin)能源产(chan)业优(you)质高效(xiao)发(fa)展。
因地制宜(yi),集(ji)聚发展。依据我省(sheng)新(xin)(xin)旧(jiu)动能(neng)转换(huan)重大(da)(da)工(gong)程实(shi)施规划,结合各市发展定位,明确(que)各市新(xin)(xin)能(neng)源产(chan)业(ye)(ye)(ye)发展方向,培育(yu)壮大(da)(da)龙头骨干企业(ye)(ye)(ye),加强产(chan)业(ye)(ye)(ye)上下游(you)协作,延伸产(chan)业(ye)(ye)(ye)链条。创新(xin)(xin)管理(li)运营机制,推(tui)动“筑巢引新(xin)(xin)凤”“无(wu)中生有(you)”,培育(yu)特色(se)经济和(he)优(you)势产(chan)业(ye)(ye)(ye),打造若干具有(you)核心竞争力的产(chan)业(ye)(ye)(ye)集(ji)聚区和(he)特色(se)产(chan)业(ye)(ye)(ye)基(ji)地。
科技(ji)引领,创(chuang)新(xin)(xin)(xin)(xin)发展。坚持世界眼光(guang)、国际(ji)标准、山(shan)东特色,积极学习国内外相关领域的新(xin)(xin)(xin)(xin)理论、新(xin)(xin)(xin)(xin)技(ji)术,加强原(yuan)始创(chuang)新(xin)(xin)(xin)(xin)、集(ji)成创(chuang)新(xin)(xin)(xin)(xin)和引进消化(hua)吸收再创(chuang)新(xin)(xin)(xin)(xin),不断提升自主研发能力(li);健全完善产学研用紧(jin)密结合的科技(ji)创(chuang)新(xin)(xin)(xin)(xin)体(ti)系,加快技(ji)术创(chuang)新(xin)(xin)(xin)(xin)、体(ti)制(zhi)机制(zhi)创(chuang)新(xin)(xin)(xin)(xin)、商业模(mo)式创(chuang)新(xin)(xin)(xin)(xin),充分发挥(hui)市场配置资源的决定性作用,提高新(xin)(xin)(xin)(xin)能源市场竞争力(li),促进产业升级壮大。
(三)发(fa)展目标。未(wei)来(lai)5-10年,建成以创(chuang)新引领(ling)、智(zhi)能(neng)(neng)(neng)高效、龙(long)头(tou)带动、集群(qun)发(fa)展为核心特征(zheng)的新能(neng)(neng)(neng)源装(zhuang)备制造(zao)体系,形成一批国内领(ling)先、国际一流的知名企业(ye)和品牌;逐(zhu)步构筑以绿(lv)色(se)低(di)碳、节能(neng)(neng)(neng)高效、多元(yuan)互(hu)补、智(zhi)慧(hui)互(hu)联为主要特征(zheng)的能(neng)(neng)(neng)源消费(fei)(fei)体系,新能(neng)(neng)(neng)源消费(fei)(fei)比重显著提高,新能(neng)(neng)(neng)源供(gong)应基本满足(zu)未(wei)来(lai)能(neng)(neng)(neng)源消费(fei)(fei)增量需求;力争把新能(neng)(neng)(neng)源产业(ye)发(fa)展打造(zao)成为我(wo)省重要支(zhi)柱(zhu)产业(ye),有效促进(jin)我(wo)省能(neng)(neng)(neng)源结构转型(xing)与绿(lv)色(se)低(di)碳发(fa)展。
新(xin)(xin)(xin)(xin)能(neng)源产(chan)(chan)业(ye)规模不断(duan)壮大。到2022年(nian),全省新(xin)(xin)(xin)(xin)能(neng)源产(chan)(chan)业(ye)总(zong)产(chan)(chan)值力争(zheng)达到7000亿(yi)元(yuan)(yuan),产(chan)(chan)业(ye)增加值力争(zheng)达到2400亿(yi)元(yuan)(yuan)。到2028年(nian),新(xin)(xin)(xin)(xin)能(neng)源产(chan)(chan)业(ye)总(zong)产(chan)(chan)值、增加值力争(zheng)分别达到12000亿(yi)元(yuan)(yuan)和4000亿(yi)元(yuan)(yuan),成为全省新(xin)(xin)(xin)(xin)的重要支柱产(chan)(chan)业(ye)。
新能源(yuan)(yuan)应用(yong)规模不断提(ti)高(gao)(gao)。到(dao)2022年,全(quan)(quan)(quan)省全(quan)(quan)(quan)口径新能源(yuan)(yuan)开发利用(yong)占能源(yuan)(yuan)消(xiao)费总(zong)量(liang)(liang)比(bi)重(zhong)提(ti)高(gao)(gao)至9%左右,新能源(yuan)(yuan)发电(dian)装(zhuang)机(ji)容量(liang)(liang)达到(dao)4400万千瓦左右,占省内电(dian)力装(zhuang)机(ji)的30%左右。到(dao)2028年,全(quan)(quan)(quan)省全(quan)(quan)(quan)口径新能源(yuan)(yuan)开发利用(yong)占能源(yuan)(yuan)消(xiao)费总(zong)量(liang)(liang)比(bi)重(zhong)力争提(ti)高(gao)(gao)至15%左右,新能源(yuan)(yuan)发电(dian)装(zhuang)机(ji)达到(dao)7500万千瓦左右,占省内电(dian)力装(zhuang)机(ji)的40%左右。
自主创新能(neng)力显著增强。到2022年(nian),新能(neng)源产(chan)业(ye)技(ji)术研发投入(ru)占主营业(ye)务收(shou)入(ru)的(de)比(bi)重(zhong)达到3%以上,重(zhong)点骨(gu)干企业(ye)技(ji)术研发投入(ru)占比(bi)达到5%左右;到2028年(nian),全(quan)省新能(neng)源产(chan)业(ye)技(ji)术研发投入(ru)占比(bi)提高到5%以上,形(xing)成一批国内领先、国际有(you)影响力的(de)自主技(ji)术、产(chan)品(pin)和品(pin)牌(pai)。
新(xin)能(neng)(neng)源(yuan)产(chan)业(ye)集(ji)聚度大(da)(da)幅提升。到2022年(nian),打造5个年(nian)产(chan)值(zhi)过千(qian)亿(yi)(yi)元、在全国(guo)竞争(zheng)优势(shi)(shi)突出的特色(se)产(chan)业(ye)集(ji)群(qun),培育10家(jia)产(chan)值(zhi)过百亿(yi)(yi)的全国(guo)知名的龙头骨(gu)干(gan)企业(ye),带动培育一(yi)批专、精(jing)、特、新(xin)的配套(tao)企业(ye)。到2028年(nian),新(xin)能(neng)(neng)源(yuan)装备大(da)(da)企业(ye)群(qun)体进一(yi)步壮大(da)(da),区域特色(se)和优势(shi)(shi)更加突出,实现由新(xin)能(neng)(neng)源(yuan)产(chan)业(ye)大(da)(da)省到新(xin)能(neng)(neng)源(yuan)产(chan)业(ye)强(qiang)省的转变(bian)。
四、重点任务

(三(san))加快(kuai)布(bu)局前(qian)沿(yan)性(xing)产(chan)业(ye)。突出新能(neng)源行业(ye)战(zhan)略引领(ling)作用,瞄准(zhun)新能(neng)源产(chan)业(ye)发展(zhan)趋势,加大(da)科技投入,着力培育氢能(neng)、可燃冰、海洋能(neng)等前(qian)沿(yan)性(xing)、先导性(xing)新能(neng)源产(chan)业(ye)发展(zhan),赢得发展(zhan)先机,抢占未来发展(zhan)制高(gao)点。
1.氢(qing)能(neng)。以克(ke)服(fu)我省(sheng)传统能(neng)源体系短板为(wei)抓手,把积(ji)极推动(dong)氢(qing)能(neng)与燃(ran)(ran)料(liao)电(dian)(dian)(dian)池(chi)核心(xin)技术(shu)突(tu)(tu)破作为(wei)我省(sheng)超前布(bu)局(ju)先导产(chan)(chan)(chan)(chan)业(ye)(ye)(ye)、抢占能(neng)源技术(shu)制高点(dian)的重点(dian)任务,加(jia)强氢(qing)能(neng)产(chan)(chan)(chan)(chan)业(ye)(ye)(ye)发展的顶层设(she)计,鼓励省(sheng)内(nei)外优势企(qi)业(ye)(ye)(ye)、高校、院所的产(chan)(chan)(chan)(chan)学研协同,集(ji)(ji)中突(tu)(tu)破氢(qing)能(neng)产(chan)(chan)(chan)(chan)业(ye)(ye)(ye)核心(xin)技术(shu),支持整车生(sheng)产(chan)(chan)(chan)(chan)企(qi)业(ye)(ye)(ye)提升燃(ran)(ran)料(liao)电(dian)(dian)(dian)池(chi)整车制造能(neng)力。开展氢(qing)气制备(bei)、储运、燃(ran)(ran)料(liao)电(dian)(dian)(dian)池(chi)汽车等(deng)应用示(shi)(shi)范,优化氢(qing)能(neng)基础(chu)设(she)施布(bu)局(ju),通过试点(dian)示(shi)(shi)范加(jia)速氢(qing)能(neng)产(chan)(chan)(chan)(chan)业(ye)(ye)(ye)化、规(gui)模化和(he)商业(ye)(ye)(ye)化进程,培育一(yi)批国内(nei)一(yi)流氢(qing)能(neng)装备(bei)制造企(qi)业(ye)(ye)(ye)、燃(ran)(ran)料(liao)电(dian)(dian)(dian)池(chi)和(he)动(dong)力系统集(ji)(ji)成研发制造企(qi)业(ye)(ye)(ye)、整车生(sheng)产(chan)(chan)(chan)(chan)企(qi)业(ye)(ye)(ye),形成氢(qing)能(neng)基础(chu)设(she)施建设(she)、氢(qing)燃(ran)(ran)料(liao)电(dian)(dian)(dian)池(chi)电(dian)(dian)(dian)堆、关键材料(liao)、系统集(ji)(ji)成、整车生(sheng)产(chan)(chan)(chan)(chan)、运营(ying)与配(pei)套(tao)服(fu)务等(deng)产(chan)(chan)(chan)(chan)业(ye)(ye)(ye)集(ji)(ji)群。到2028年,全(quan)省(sheng)氢(qing)能(neng)产(chan)(chan)(chan)(chan)业(ye)(ye)(ye)产(chan)(chan)(chan)(chan)值力争突(tu)(tu)破500亿元。
2.可燃冰(bing)装(zhuang)备(bei)产(chan)业(ye)。总(zong)结“蓝鲸(jing)系列”钻井平台的(de)先(xian)进(jin)经验(yan),加大发展(zhan)勘(kan)探装(zhuang)备(bei)、生(sheng)产(chan)作业(ye)装(zhuang)备(bei)与(yu)电控设备(bei)的(de)研(yan)(yan)发力(li)(li)度。强化(hua)深海钻探成(cheng)撬工程(cheng)技(ji)术(shu)(shu)能力(li)(li),推动(dong)参与(yu)天然气和凝析油勘(kan)探开发、天然气处理、天然气液(ye)化(hua)、海上运输和销售为一体的(de)大型上游投资开发项目。以海洋地质(zhi)研(yan)(yan)究机(ji)构为依托,加强对可燃冰(bing)模拟实验(yan)与(yu)测(ce)试(shi)(shi)、成(cheng)藏过程(cheng)与(yu)演(yan)化(hua)、资源(yuan)勘(kan)查与(yu)评价等技(ji)术(shu)(shu)与(yu)机(ji)理的(de)研(yan)(yan)究,助力(li)(li)可燃冰(bing)勘(kan)探开发。围绕防砂、储(chu)层改造(zao)、钻完井、环境(jing)监测(ce)等关键环节(jie)(jie),集中(zhong)攻关,研(yan)(yan)究适(shi)应不同类(lei)型特点(dian)的(de)试(shi)(shi)采工艺(yi)和技(ji)术(shu)(shu)装(zhuang)备(bei),形成(cheng)从开采到(dao)储(chu)存(cun)到(dao)输运的(de)全环节(jie)(jie)技(ji)术(shu)(shu)体系。到(dao)2028年(nian),全省(sheng)可燃冰(bing)装(zhuang)备(bei)产(chan)业(ye)产(chan)值力(li)(li)争(zheng)突破100亿(yi)元。
3.海(hai)(hai)洋(yang)能(neng)(neng)(neng)(neng)(neng)(neng)。以提高(gao)海(hai)(hai)洋(yang)能(neng)(neng)(neng)(neng)(neng)(neng)开(kai)(kai)发(fa)(fa)利(li)用(yong)技术(shu)水(shui)平(ping)(ping)为着力点,以示范项(xiang)目建设为抓手(shou),重点支(zhi)持百(bai)千瓦(wa)级波(bo)浪能(neng)(neng)(neng)(neng)(neng)(neng)、兆瓦(wa)级潮(chao)流(liu)(liu)能(neng)(neng)(neng)(neng)(neng)(neng)、温差(cha)能(neng)(neng)(neng)(neng)(neng)(neng)、海(hai)(hai)水(shui)浓度(du)(du)差(cha)发(fa)(fa)电(dian)(dian)等海(hai)(hai)洋(yang)能(neng)(neng)(neng)(neng)(neng)(neng)综(zong)合(he)利(li)用(yong)技术(shu)研(yan)(yan)发(fa)(fa)。发(fa)(fa)展(zhan)低能(neng)(neng)(neng)(neng)(neng)(neng)流(liu)(liu)密度(du)(du)资源(yuan)(yuan)条(tiao)件下的(de)高(gao)效转(zhuan)换新技术(shu)、新方(fang)法(fa),重点研(yan)(yan)发(fa)(fa)原创性的(de)海(hai)(hai)洋(yang)能(neng)(neng)(neng)(neng)(neng)(neng)发(fa)(fa)电(dian)(dian)装(zhuang)(zhuang)(zhuang)置(zhi)及(ji)关键(jian)部件;探索(suo)盐差(cha)能(neng)(neng)(neng)(neng)(neng)(neng)海(hai)(hai)洋(yang)能(neng)(neng)(neng)(neng)(neng)(neng)发(fa)(fa)电(dian)(dian)及(ji)综(zong)合(he)利(li)用(yong)机理,研(yan)(yan)发(fa)(fa)相应(ying)的(de)发(fa)(fa)电(dian)(dian)原理样机。发(fa)(fa)展(zhan)自主(zhu)创新的(de)海(hai)(hai)洋(yang)能(neng)(neng)(neng)(neng)(neng)(neng)发(fa)(fa)电(dian)(dian)装(zhuang)(zhuang)(zhuang)置(zhi)实验室仿真技术(shu)方(fang)法(fa),提升海(hai)(hai)洋(yang)能(neng)(neng)(neng)(neng)(neng)(neng)发(fa)(fa)电(dian)(dian)装(zhuang)(zhuang)(zhuang)置(zhi)设计水(shui)平(ping)(ping)。加强海(hai)(hai)洋(yang)能(neng)(neng)(neng)(neng)(neng)(neng)发(fa)(fa)电(dian)(dian)装(zhuang)(zhuang)(zhuang)置(zhi)海(hai)(hai)上(shang)测试(shi)方(fang)法(fa)及(ji)运(yun)行状态(tai)健康监(jian)测技术(shu)研(yan)(yan)究(jiu),建立(li)并完善(shan)测试(shi)评价理论(lun),形(xing)成相关测试(shi)标准(zhun)与(yu)软件。研(yan)(yan)发(fa)(fa)深海(hai)(hai)漂浮式(shi)风电(dian)(dian)机组,探索(suo)海(hai)(hai)上(shang)风电(dian)(dian)和波(bo)浪能(neng)(neng)(neng)(neng)(neng)(neng)、潮(chao)流(liu)(liu)能(neng)(neng)(neng)(neng)(neng)(neng)等综(zong)合(he)利(li)用(yong),掌握远距离(li)深水(shui)大型(xing)海(hai)(hai)上(shang)风电(dian)(dian)场设计、建设及(ji)运(yun)维(wei)等关键(jian)技术(shu),推(tui)进深海(hai)(hai)风电(dian)(dian)发(fa)(fa)展(zhan)。开(kai)(kai)展(zhan)小(xiao)型(xing)化、模块化海(hai)(hai)洋(yang)能(neng)(neng)(neng)(neng)(neng)(neng)的(de)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)供给(ji)系(xi)(xi)统研(yan)(yan)究(jiu),争(zheng)取突(tu)破(po)高(gao)效转(zhuan)换、高(gao)效储能(neng)(neng)(neng)(neng)(neng)(neng)、高(gao)可靠设计等瓶颈,形(xing)成若干个(ge)具备推(tui)广(guang)应(ying)用(yong)价值(zhi)的(de)海(hai)(hai)洋(yang)能(neng)(neng)(neng)(neng)(neng)(neng)综(zong)合(he)利(li)用(yong)装(zhuang)(zhuang)(zhuang)备产品。开(kai)(kai)展(zhan)有居(ju)民海(hai)(hai)岛(礁(jiao))海(hai)(hai)洋(yang)能(neng)(neng)(neng)(neng)(neng)(neng)独立(li)电(dian)(dian)力系(xi)(xi)统示范工程建设,为规模化开(kai)(kai)发(fa)(fa)海(hai)(hai)洋(yang)能(neng)(neng)(neng)(neng)(neng)(neng)资源(yuan)(yuan)奠定(ding)基础(chu)。到2028年,全省海(hai)(hai)洋(yang)能(neng)(neng)(neng)(neng)(neng)(neng)产业(ye)产值(zhi)力争(zheng)突(tu)破(po)100亿元。
(四)加(jia)快新(xin)能(neng)(neng)源(yuan)推(tui)(tui)广应(ying)用(yong)。全面落(luo)实(shi)绿(lv)水(shui)青山就是金山银(yin)山的重(zhong)要发展思想,适应(ying)新(xin)旧(jiu)动能(neng)(neng)转换重(zhong)大(da)工(gong)程对能(neng)(neng)源(yuan)工(gong)作的新(xin)部署(shu)新(xin)要求,紧紧围(wei)绕能(neng)(neng)源(yuan)消费总量和强度“双控”、大(da)气污染防治以(yi)及(ji)清洁取暖等重(zhong)点(dian)任务,着(zhe)力(li)(li)推(tui)(tui)进新(xin)能(neng)(neng)源(yuan)在绿(lv)色电(dian)力(li)(li)、绿(lv)色热力(li)(li)、绿(lv)色交通(tong)等领域的生(sheng)产(chan)与利(li)用(yong),加(jia)快调整优(you)化能(neng)(neng)源(yuan)结构,提高(gao)能(neng)(neng)源(yuan)利(li)用(yong)效(xiao)率,努力(li)(li)推(tui)(tui)动能(neng)(neng)源(yuan)生(sheng)产(chan)革命和消费革命,以(yi)绿(lv)色能(neng)(neng)源(yuan)革命倒(dao)逼产(chan)业转型升级,以(yi)加(jia)快推(tui)(tui)广应(ying)用(yong)支撑产(chan)业快速(su)发展。
1.绿色(se)电(dian)(dian)(dian)力(li)(li)。加快推进核电(dian)(dian)(dian)、风电(dian)(dian)(dian)、光伏(fu)发(fa)电(dian)(dian)(dian)、生(sheng)物质发(fa)电(dian)(dian)(dian)和省(sheng)外(wai)来电(dian)(dian)(dian)发(fa)展,不断扩大新能(neng)源发(fa)电(dian)(dian)(dian)应用(yong)范围和规(gui)模,着力(li)(li)提升电(dian)(dian)(dian)网接(jie)(jie)(jie)入和消纳能(neng)力(li)(li),加快优化电(dian)(dian)(dian)力(li)(li)工(gong)业结构。到(dao)2022年,力(li)(li)争实现(xian)两个(ge)(ge)30%,即新能(neng)源发(fa)电(dian)(dian)(dian)装(zhuang)(zhuang)(zhuang)机容量(liang)占全省(sheng)电(dian)(dian)(dian)力(li)(li)总装(zhuang)(zhuang)(zhuang)机比(bi)(bi)重(zhong)(zhong)达(da)(da)到(dao)30%、可(ke)接(jie)(jie)(jie)纳省(sheng)外(wai)来电(dian)(dian)(dian)能(neng)力(li)(li)占全省(sheng)可(ke)用(yong)电(dian)(dian)(dian)力(li)(li)装(zhuang)(zhuang)(zhuang)机的(de)比(bi)(bi)重(zhong)(zhong)达(da)(da)到(dao)30%。到(dao)2028年,力(li)(li)争突破两个(ge)(ge)40%,即新能(neng)源发(fa)电(dian)(dian)(dian)装(zhuang)(zhuang)(zhuang)机容量(liang)占全省(sheng)电(dian)(dian)(dian)力(li)(li)总装(zhuang)(zhuang)(zhuang)机比(bi)(bi)重(zhong)(zhong)达(da)(da)到(dao)40%、可(ke)接(jie)(jie)(jie)纳省(sheng)外(wai)来电(dian)(dian)(dian)能(neng)力(li)(li)占全省(sheng)可(ke)用(yong)电(dian)(dian)(dian)力(li)(li)装(zhuang)(zhuang)(zhuang)机的(de)比(bi)(bi)重(zhong)(zhong)达(da)(da)到(dao)40%。
核电(dian)(dian)(dian)。围(wei)(wei)绕打造(zao)全国重要的东(dong)部沿海(hai)(hai)核电(dian)(dian)(dian)基地(di),以高温气冷堆、AP1000压水堆、CAP1400大(da)型先(xian)进压水堆示(shi)范(fan)和商业(ye)化应用为(wei)核心,积极稳妥(tuo)(tuo)、高效安全地(di)推进核电(dian)(dian)(dian)发展。稳妥(tuo)(tuo)推进海(hai)(hai)阳核电(dian)(dian)(dian)一期工(gong)程、荣成石岛湾高温气冷堆示(shi)范(fan)项目建(jian)设,力争(zheng)2019年年底前(qian)建(jian)成投产。有(you)序推进海(hai)(hai)阳、荣成两大(da)核电(dian)(dian)(dian)厂(chang)址(zhi)后续项目相关(guan)工(gong)作,争(zheng)取早日开工(gong)建(jian)设并建(jian)成投运。加强(qiang)潜(qian)在核电(dian)(dian)(dian)厂(chang)址(zhi)资源的勘探和保护,适(shi)时启动沿海(hai)(hai)第三核电(dian)(dian)(dian)厂(chang)址(zhi)前(qian)期工(gong)作。围(wei)(wei)绕打造(zao)烟台(tai)(tai)核能(neng)多(duo)元(yuan)(yuan)化综(zong)(zong)合(he)利(li)用基地(di),整(zheng)合(he)ACP100S、ACPR50S、海(hai)(hai)工(gong)平(ping)台(tai)(tai)等(deng)相关(guan)技术,稳妥(tuo)(tuo)推进海(hai)(hai)上(shang)清洁(jie)能(neng)源综(zong)(zong)合(he)供给平(ping)台(tai)(tai)建(jian)设,促进核能(neng)多(duo)元(yuan)(yuan)化利(li)用。
风电(dian)(dian)(dian)(dian)。按(an)照(zhao)(zhao)“统(tong)筹规(gui)划(hua)(hua)、陆(lu)海(hai)(hai)并举”的(de)原则(ze),围绕山东(dong)半岛东(dong)部、北部沿(yan)海(hai)(hai)、海(hai)(hai)上(shang)(shang)风电(dian)(dian)(dian)(dian)带以及鲁中、鲁西南内陆(lu)山区(qu)风电(dian)(dian)(dian)(dian)带,科(ke)学有(you)序(xu)推进(jin)风电(dian)(dian)(dian)(dian)规(gui)模化发(fa)展(zhan),打造海(hai)(hai)陆(lu)“双千(qian)万(wan)千(qian)瓦级(ji)风电(dian)(dian)(dian)(dian)基地”。海(hai)(hai)上(shang)(shang),按(an)照(zhao)(zhao)海(hai)(hai)上(shang)(shang)风电(dian)(dian)(dian)(dian)开发(fa)与海(hai)(hai)洋(yang)功能区(qu)划(hua)(hua)、海(hai)(hai)洋(yang)主体功能区(qu)规(gui)划(hua)(hua)、重点(dian)海(hai)(hai)域(yu)海(hai)(hai)洋(yang)环境保护规(gui)划(hua)(hua)、沿(yan)岸(an)经济建(jian)设(she)、产(chan)业布(bu)局(ju)等统(tong)筹协调的(de)总体要(yao)求,开展(zhan)好海(hai)(hai)上(shang)(shang)风电(dian)(dian)(dian)(dian)规(gui)划(hua)(hua)修编(bian)工作(zuo)。按(an)照(zhao)(zhao)整(zheng)体规(gui)划(hua)(hua)、分布(bu)实施、集约(yue)节约(yue)原则(ze)和(he)统(tong)一资源(yuan)配置、统(tong)一开发(fa)建(jian)设(she)思路(lu),科(ke)学有(you)序(xu)推进(jin)海(hai)(hai)上(shang)(shang)风电(dian)(dian)(dian)(dian)开发(fa)建(jian)设(she),重点(dian)支持海(hai)(hai)上(shang)(shang)风电(dian)(dian)(dian)(dian)项(xiang)目(mu)与海(hai)(hai)洋(yang)牧(mu)场等其他开发(fa)利用(yong)活动融合发(fa)展(zhan),最大(da)限度发(fa)挥海(hai)(hai)域(yu)资源(yuan)效益。陆(lu)上(shang)(shang),在现有(you)工作(zuo)基础上(shang)(shang),适度有(you)序(xu)推进(jin)风电(dian)(dian)(dian)(dian)项(xiang)目(mu)建(jian)设(she)。到2022年,全省(sheng)风电(dian)(dian)(dian)(dian)装机容(rong)量(liang)达到1700万(wan)千(qian)瓦左右;到2028年,全省(sheng)风电(dian)(dian)(dian)(dian)装机容(rong)量(liang)达到2300万(wan)千(qian)瓦左右。

电(dian)(dian)(dian)能取(qu)(qu)(qu)暖(nuan)(nuan)。结合取(qu)(qu)(qu)暖(nuan)(nuan)区域(yu)的(de)热(re)负(fu)荷特性(xing)、取(qu)(qu)(qu)暖(nuan)(nuan)规模、电(dian)(dian)(dian)力资源(yuan)(yuan)(yuan)等(deng)因素,在(zai)(zai)与电(dian)(dian)(dian)网公司做好充分衔接、落实配(pei)套电(dian)(dian)(dian)网建设改造、保障电(dian)(dian)(dian)力安全(quan)供(gong)应的(de)基础(chu)上(shang),因地制(zhi)宜(yi)发展(zhan)电(dian)(dian)(dian)取(qu)(qu)(qu)暖(nuan)(nuan)。在(zai)(zai)商场、医(yi)院(yuan)、学校(xiao)等(deng)公共服务场所和(he)新型(xing)社区,优(you)先(xian)选用空气源(yuan)(yuan)(yuan)、污水源(yuan)(yuan)(yuan)、地源(yuan)(yuan)(yuan)、海水源(yuan)(yuan)(yuan)等(deng)热(re)泵(beng)取(qu)(qu)(qu)暖(nuan)(nuan),提升电(dian)(dian)(dian)能取(qu)(qu)(qu)暖(nuan)(nuan)效率。鼓励有条件的(de)大型(xing)商场、办公场所、酒店(dian)等(deng)昼夜冷(leng)热(re)负(fu)荷变化较大的(de)建筑配(pei)套建设电(dian)(dian)(dian)蓄(xu)热(re)(冷(leng))设施,促进电(dian)(dian)(dian)力负(fu)荷的(de)移(yi)峰填谷,降低运行成本。在(zai)(zai)不具(ju)备(bei)市政集(ji)(ji)中供(gong)热(re)的(de)区域(yu),优(you)先(xian)推广热(re)泵(beng)、蓄(xu)热(re)式电(dian)(dian)(dian)锅(guo)炉等(deng)集(ji)(ji)中供(gong)热(re)技(ji)术(shu);对于不具(ju)备(bei)集(ji)(ji)中供(gong)暖(nuan)(nuan)条件的(de)区域(yu),优(you)先(xian)推广家用空气源(yuan)(yuan)(yuan)热(re)泵(beng)技(ji)术(shu),或合理(li)选择使用蓄(xu)热(re)式电(dian)(dian)(dian)暖(nuan)(nuan)气、碳晶电(dian)(dian)(dian)采暖(nuan)(nuan)等(deng)分散(san)式电(dian)(dian)(dian)采暖(nuan)(nuan)技(ji)术(shu)。到(dao)2022年,全(quan)省电(dian)(dian)(dian)能取(qu)(qu)(qu)暖(nuan)(nuan)面积达到(dao)3亿平(ping)方米以上(shang)。
地(di)热(re)(re)能(neng)(neng)(neng)(neng)供暖(制(zhi)冷)。充分发(fa)挥我省地(di)热(re)(re)能(neng)(neng)(neng)(neng)资(zi)源储(chu)量(liang)大、分布广(guang)等(deng)特点,因地(di)制(zhi)宜、规(gui)范有序推(tui)广(guang)使用(yong)(yong)(yong)集中(zhong)(zhong)与(yu)分散(san)式(shi)取(qu)暖。积极(ji)推(tui)动中(zhong)(zhong)深层(ceng)地(di)热(re)(re)能(neng)(neng)(neng)(neng)取(qu)暖,根据(ju)地(di)热(re)(re)能(neng)(neng)(neng)(neng)资(zi)源分布及供热(re)(re)市场需求,在(zai)“取(qu)热(re)(re)不取(qu)水”的原则下,采(cai)用(yong)(yong)(yong)“采(cai)灌(guan)均衡、间接换热(re)(re)”或(huo)“井下换热(re)(re)”的工艺技(ji)术,在(zai)鲁西(xi)北、胶东(dong)、鲁中(zhong)(zhong)(西(xi))南等(deng)地(di)热(re)(re)资(zi)源相(xiang)对富集地(di)区,采(cai)用(yong)(yong)(yong)“集中(zhong)(zhong)式(shi)与(yu)分散(san)式(shi)相(xiang)结合”的方(fang)式(shi)推(tui)进中(zhong)(zhong)深层(ceng)地(di)热(re)(re)能(neng)(neng)(neng)(neng)取(qu)暖。大力(li)开(kai)发(fa)浅(qian)层(ceng)地(di)热(re)(re)能(neng)(neng)(neng)(neng)取(qu)暖,按照“因地(di)制(zhi)宜,集约开(kai)发(fa),加强监管(guan),注重环保”的原则,采(cai)用(yong)(yong)(yong)热(re)(re)泵(beng)技(ji)术为(wei)主,开(kai)发(fa)利用(yong)(yong)(yong)浅(qian)层(ceng)地(di)热(re)(re)能(neng)(neng)(neng)(neng)取(qu)暖(制(zhi)冷),经济高效的替(ti)代散(san)煤取(qu)暖。到2022年,全省地(di)热(re)(re)能(neng)(neng)(neng)(neng)取(qu)暖面积达(da)到7000万(wan)平方(fang)米左右。
生(sheng)(sheng)(sheng)物(wu)(wu)质(zhi)能(neng)供热。充分(fen)发(fa)(fa)挥我省(sheng)生(sheng)(sheng)(sheng)物(wu)(wu)质(zhi)能(neng)资源(yuan)储量大、品种多、分(fen)布(bu)广等(deng)优势,按照(zhao)就(jiu)地(di)收(shou)集(ji)、就(jiu)地(di)消费原则,积极(ji)发(fa)(fa)展(zhan)生(sheng)(sheng)(sheng)物(wu)(wu)质(zhi)能(neng)清洁供暖、供热。新建农(nong)林(lin)生(sheng)(sheng)(sheng)物(wu)(wu)质(zhi)发(fa)(fa)电项(xiang)目(mu)全(quan)部按照(zhao)热电联(lian)(lian)产集(ji)中(zhong)(zhong)取暖规划(hua)(hua)建设(she),作为县城(cheng)及(ji)(ji)周边乡镇、农(nong)村(cun)社区的(de)(de)重要热源(yuan);结合用热需求和(he)技术经济可(ke)行性,对已(yi)投运农(nong)林(lin)生(sheng)(sheng)(sheng)物(wu)(wu)质(zhi)纯凝发(fa)(fa)电项(xiang)目(mu)有序进行供热改造(zao),积极(ji)为周边城(cheng)乡居(ju)民(min)及(ji)(ji)工业园区企业供暖、供气。在落(luo)实环(huan)保、选址(zhi)、垃(la)圾资源(yuan)及(ji)(ji)社会风险评(ping)估的(de)(de)前(qian)提下,稳步推进城(cheng)镇生(sheng)(sheng)(sheng)活垃(la)圾焚烧(shao)热电联(lian)(lian)产项(xiang)目(mu)。在生(sheng)(sheng)(sheng)物(wu)(wu)质(zhi)资源(yuan)丰(feng)富的(de)(de)地(di)区,科学规划(hua)(hua)布(bu)局建设(she)分(fen)布(bu)式(shi)生(sheng)(sheng)(sheng)物(wu)(wu)质(zhi)成型燃料收(shou)集(ji)、加工和(he)销售基(ji)地(di),采用生(sheng)(sheng)(sheng)物(wu)(wu)质(zhi)锅炉和(he)生(sheng)(sheng)(sheng)物(wu)(wu)质(zhi)节能(neng)环(huan)保炉具等(deng)方式(shi),为城(cheng)乡公共服(fu)务设(she)施、新型农(nong)村(cun)社区集(ji)中(zhong)(zhong)供暖和(he)农(nong)户分(fen)散(san)供暖。力(li)争到2022年(nian),全(quan)省(sheng)生(sheng)(sheng)(sheng)物(wu)(wu)质(zhi)能(neng)供暖面(mian)积达到1.5亿(yi)平方米左右。

4.氢(qing)能产(chan)业集群。以济南、青岛(dao)、潍坊(fang)为重(zhong)点,立足前沿、打造(zao)尖端,综合推广利用氢(qing)能源。积极推进济南“中(zhong)国(guo)氢(qing)谷”建(jian)设(she),推动(dong)氢(qing)能制备、储运、加氢(qing)基(ji)础设(she)施和(he)燃(ran)料(liao)电池关(guan)键零(ling)部件以及关(guan)键材料(liao)等(deng)(deng)方(fang)向领(ling)先的中(zhong)央企(qi)业在(zai)我省落(luo)户。依托济南、潍坊(fang)等(deng)(deng)市骨干企(qi)业,建(jian)立氢(qing)燃(ran)料(liao)电池创新中(zhong)心(xin),加快突破(po)核(he)心(xin)技术,尽快实现产(chan)业化,建(jian)设(she)氢(qing)燃(ran)料(liao)电池汽车产(chan)业相关(guan)的动(dong)力(li)系统、核(he)心(xin)部件及关(guan)键零(ling)部件生产(chan)基(ji)地,力(li)争在(zai)氢(qing)燃(ran)料(liao)电池汽车发展(zhan)上走在(zai)全国(guo)前列。
5.海(hai)(hai)上(shang)(shang)(shang)风(feng)(feng)电(dian)制造与应用(yong)(yong)(yong)产业集(ji)群。以(yi)青岛、烟(yan)台、东营、潍坊、威海(hai)(hai)、日照、滨州等市为重点,围绕(rao)海(hai)(hai)洋强省战略组织实施和“千(qian)万千(qian)瓦(wa)(wa)级(ji)海(hai)(hai)上(shang)(shang)(shang)风(feng)(feng)电(dian)基地”规(gui)划建(jian)设,加快推(tui)进6兆瓦(wa)(wa)、8兆瓦(wa)(wa)及以(yi)上(shang)(shang)(shang)大(da)功率海(hai)(hai)上(shang)(shang)(shang)风(feng)(feng)电(dian)设备(bei)研制及使用(yong)(yong)(yong),带(dai)动相关配套装备(bei)产业发展,建(jian)设高(gao)端海(hai)(hai)上(shang)(shang)(shang)风(feng)(feng)电(dian)装备(bei)制造基地。支持蓬莱争(zheng)取国家级(ji)海(hai)(hai)上(shang)(shang)(shang)风(feng)(feng)电(dian)检测基,带(dai)动风(feng)(feng)机制造、海(hai)(hai)洋装备(bei)、技术研发等全产业链协同发展。按照试点先行(xing)、有序推(tui)进的原则,科学推(tui)动海(hai)(hai)上(shang)(shang)(shang)风(feng)(feng)电(dian)开(kai)发建(jian)设,支持海(hai)(hai)上(shang)(shang)(shang)风(feng)(feng)电(dian)与海(hai)(hai)洋牧场、波浪能(neng)(neng)、潮流能(neng)(neng)等融合发展,形成产业发展与推(tui)广应用(yong)(yong)(yong)相互配套、协同发展的建(jian)设格(ge)局(ju)。
