(2018-2028年)
新(xin)能(neng)(neng)源(yuan)(yuan)是全球具有戰略性和先導性的(de)(de)新(xin)興產業(ye),代表(biao)著未(wei)來技(ji)術變(bian)革(ge)和能(neng)(neng)源(yuan)(yuan)發(fa)展(zhan)的(de)(de)方向(xiang),是調整優化(hua)產業(ye)結構、培育發(fa)展(zhan)新(xin)動能(neng)(neng)的(de)(de)重要(yao)領域,是解決能(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)短缺、加強生態(tai)環(huan)境保護的(de)(de)重要(yao)途徑。大力(li)發(fa)展(zhan)新(xin)能(neng)(neng)源(yuan)(yuan)產業(ye),對提(ti)升(sheng)我省(sheng)產業(ye)核心競爭力(li),搶(qiang)占未(wei)來經(jing)濟和科技(ji)發(fa)展(zhan)制高(gao)點(dian),加快推(tui)進新(xin)舊動能(neng)(neng)轉換以及調整優化(hua)能(neng)(neng)源(yuan)(yuan)結構都(dou)具有重要(yao)的(de)(de)戰略意義(yi)。
為全面(mian)貫徹黨的(de)十(shi)九大精神和(he)習近平(ping)總書記綠(lv)色低碳發(fa)(fa)(fa)(fa)展理(li)念,認真落(luo)實(shi)省(sheng)(sheng)(sheng)委(wei)、省(sheng)(sheng)(sheng)政(zheng)府關于加快新(xin)舊動(dong)能(neng)(neng)(neng)(neng)(neng)轉換(huan)(huan)的(de)重(zhong)大決策(ce)部署,科學推進(jin)全省(sheng)(sheng)(sheng)新(xin)能(neng)(neng)(neng)(neng)(neng)源產業(ye)快速發(fa)(fa)(fa)(fa)展,有效激(ji)發(fa)(fa)(fa)(fa)能(neng)(neng)(neng)(neng)(neng)源領域“新(xin)動(dong)能(neng)(neng)(neng)(neng)(neng)”,根據《山(shan)(shan)東新(xin)舊動(dong)能(neng)(neng)(neng)(neng)(neng)轉換(huan)(huan)綜合(he)試驗區建設總體(ti)方案(an)》《山(shan)(shan)東省(sheng)(sheng)(sheng)新(xin)舊動(dong)能(neng)(neng)(neng)(neng)(neng)轉換(huan)(huan)重(zhong)大工程實(shi)施規(gui)劃(hua)》《能(neng)(neng)(neng)(neng)(neng)源生(sheng)產和(he)消(xiao)費革命戰(zhan)略(2016-2030)》等,制定(ding)《山(shan)(shan)東省(sheng)(sheng)(sheng)新(xin)能(neng)(neng)(neng)(neng)(neng)源產業(ye)發(fa)(fa)(fa)(fa)展規(gui)劃(hua)(2018-2028年)》(以下簡稱《規(gui)劃(hua)》)。《規(gui)劃(hua)》內容包括(kuo)發(fa)(fa)(fa)(fa)展基(ji)礎、發(fa)(fa)(fa)(fa)展形勢、發(fa)(fa)(fa)(fa)展思路原則目標(biao)、重(zhong)點任務和(he)保(bao)障措(cuo)施5個部分,涵蓋(gai)新(xin)能(neng)(neng)(neng)(neng)(neng)源汽車、核電、智能(neng)(neng)(neng)(neng)(neng)電網及儲能(neng)(neng)(neng)(neng)(neng)、熱泵、太陽能(neng)(neng)(neng)(neng)(neng)、風能(neng)(neng)(neng)(neng)(neng)、生(sheng)物質(zhi)能(neng)(neng)(neng)(neng)(neng)、氫能(neng)(neng)(neng)(neng)(neng)、可(ke)燃(ran)冰、海洋能(neng)(neng)(neng)(neng)(neng)等領域。
《規(gui)劃》基(ji)準年為2017年。
一、發展基礎
(一(yi))發展現狀。
1.新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源裝備(bei)(bei)。我省新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源裝備(bei)(bei)產(chan)(chan)業(ye)(ye)起步較早,產(chan)(chan)業(ye)(ye)體系(xi)比較完備(bei)(bei),綜合實(shi)力(li)不(bu)斷提升,發(fa)展勢頭良好。2017年(nian),全(quan)(quan)省新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源產(chan)(chan)業(ye)(ye)增加值達(da)到1100億元(yuan)左右。太(tai)陽(yang)能(neng)(neng)(neng)(neng)(neng)光熱(re)產(chan)(chan)業(ye)(ye)穩居全(quan)(quan)國首位,形成(cheng)了(le)濟南(nan)、德州、東營等各(ge)具(ju)特色(se)的(de)(de)(de)太(tai)陽(yang)能(neng)(neng)(neng)(neng)(neng)產(chan)(chan)業(ye)(ye)集(ji)聚區。依托國家(jia)級核(he)電(dian)(dian)產(chan)(chan)業(ye)(ye)技術創(chuang)新(xin)(xin)(xin)平(ping)臺(tai)、海(hai)陽(yang)核(he)電(dian)(dian)項目建(jian)設,煙臺(tai)已初步建(jian)立了(le)集(ji)研(yan)發(fa)、制造(zao)、推廣應用于一體的(de)(de)(de)核(he)電(dian)(dian)產(chan)(chan)業(ye)(ye)體系(xi),擁有(you)萊山、海(hai)陽(yang)兩個省級核(he)電(dian)(dian)工業(ye)(ye)園區和(he)30多家(jia)核(he)電(dian)(dian)裝備(bei)(bei)制造(zao)及(ji)配套企業(ye)(ye),占全(quan)(quan)省核(he)電(dian)(dian)裝備(bei)(bei)產(chan)(chan)值90%的(de)(de)(de)市場份額。地(di)熱(re)能(neng)(neng)(neng)(neng)(neng)及(ji)空氣(qi)能(neng)(neng)(neng)(neng)(neng)裝備(bei)(bei)制造(zao)業(ye)(ye)快速發(fa)展,省內(nei)(nei)具(ju)有(you)一定規模(mo)的(de)(de)(de)地(di)源熱(re)泵、空氣(qi)源熱(re)泵生產(chan)(chan)企業(ye)(ye)100余(yu)家(jia),熱(re)泵系(xi)統集(ji)成(cheng)企業(ye)(ye)300余(yu)家(jia),具(ju)有(you)良好的(de)(de)(de)產(chan)(chan)業(ye)(ye)、技術支(zhi)撐。智能(neng)(neng)(neng)(neng)(neng)電(dian)(dian)網(wang)產(chan)(chan)業(ye)(ye)發(fa)展基礎較好,全(quan)(quan)省中小(xiao)型變壓器產(chan)(chan)量居全(quan)(quan)國首位,擁有(you)一批國內(nei)(nei)先(xian)進(jin)企業(ye)(ye),初步形成(cheng)了(le)以輸變電(dian)(dian)設備(bei)(bei)、配電(dian)(dian)自動化(hua)裝置和(he)電(dian)(dian)網(wang)“互聯(lian)網(wang)+”等為(wei)特色(se)的(de)(de)(de)智能(neng)(neng)(neng)(neng)(neng)電(dian)(dian)網(wang)產(chan)(chan)業(ye)(ye)格局(ju)。新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源汽車生產(chan)(chan)規模(mo)穩步增長,2017年(nian),全(quan)(quan)省共(gong)生產(chan)(chan)新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源汽車14.05萬輛(liang),占全(quan)(quan)國的(de)(de)(de)18%左右,成(cheng)為(wei)新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源汽車生產(chan)(chan)大省。
2.新(xin)能(neng)(neng)源(yuan)應用(yong)(yong)(yong)(yong)。近年(nian)(nian)(nian)來,圍(wei)繞改善大氣環境質量(liang)(liang)(liang)(liang)、減少(shao)煤炭等(deng)化(hua)石能(neng)(neng)源(yuan)消(xiao)耗、調整(zheng)優(you)化(hua)能(neng)(neng)源(yuan)結構,我省加快推進新(xin)能(neng)(neng)源(yuan)開(kai)發(fa)利用(yong)(yong)(yong)(yong),推廣應用(yong)(yong)(yong)(yong)規模和范圍(wei)不斷擴大,成為全(quan)(quan)省能(neng)(neng)源(yuan)行業發(fa)展(zhan)的(de)(de)突出亮(liang)點(dian)。截(jie)至2017年(nian)(nian)(nian)年(nian)(nian)(nian)底,全(quan)(quan)省全(quan)(quan)口徑(jing)新(xin)能(neng)(neng)源(yuan)開(kai)發(fa)利用(yong)(yong)(yong)(yong)量(liang)(liang)(liang)(liang)占(zhan)能(neng)(neng)源(yuan)消(xiao)費總(zong)量(liang)(liang)(liang)(liang)的(de)(de)比重達4.3%。新(xin)能(neng)(neng)源(yuan)發(fa)電(dian)(dian)呈現跨越式發(fa)展(zhan),發(fa)電(dian)(dian)裝(zhuang)機容量(liang)(liang)(liang)(liang)達2437萬(wan)(wan)(wan)千瓦(wa)(wa)(wa),占(zhan)全(quan)(quan)省電(dian)(dian)力總(zong)裝(zhuang)機的(de)(de)19.4%。其中,風(feng)電(dian)(dian)、光伏(fu)發(fa)電(dian)(dian)裝(zhuang)機容量(liang)(liang)(liang)(liang)均突破(po)千萬(wan)(wan)(wan)千瓦(wa)(wa)(wa)級,分別達到1061萬(wan)(wan)(wan)千瓦(wa)(wa)(wa)、1052萬(wan)(wan)(wan)千瓦(wa)(wa)(wa);生物質發(fa)電(dian)(dian)裝(zhuang)機容量(liang)(liang)(liang)(liang)居全(quan)(quan)國(guo)首(shou)位(wei),達到216萬(wan)(wan)(wan)千瓦(wa)(wa)(wa);海(hai)陽(yang)核電(dian)(dian)一期工(gong)程(cheng)、榮成石島(dao)灣高溫(wen)氣冷堆示范工(gong)程(cheng)建設(she)有序推進。新(xin)能(neng)(neng)源(yuan)其他領域(yu)綜合利用(yong)(yong)(yong)(yong)也實現新(xin)突破(po),太(tai)陽(yang)能(neng)(neng)光熱(re)產品(pin)集熱(re)面積(ji)保(bao)(bao)有量(liang)(liang)(liang)(liang)約1.2億平方米,占(zhan)全(quan)(quan)國(guo)的(de)(de)30%左右;地熱(re)供暖面積(ji)4000萬(wan)(wan)(wan)平方米,淺層地熱(re)能(neng)(neng)利用(yong)(yong)(yong)(yong)居全(quan)(quan)國(guo)首(shou)位(wei);生物質固體成型(xing)燃料年(nian)(nian)(nian)利用(yong)(yong)(yong)(yong)量(liang)(liang)(liang)(liang)約50萬(wan)(wan)(wan)噸(dun)(dun);車用(yong)(yong)(yong)(yong)乙醇(chun)汽油年(nian)(nian)(nian)試點(dian)推廣量(liang)(liang)(liang)(liang)約120萬(wan)(wan)(wan)噸(dun)(dun)。新(xin)能(neng)(neng)源(yuan)汽車推廣快速增(zeng)長(chang),累計保(bao)(bao)有量(liang)(liang)(liang)(liang)14.6萬(wan)(wan)(wan)輛,充電(dian)(dian)基礎設(she)施保(bao)(bao)有量(liang)(liang)(liang)(liang)2.2萬(wan)(wan)(wan)個,均居全(quan)(quan)國(guo)前列。
3.新(xin)(xin)能(neng)(neng)源(yuan)技(ji)術(shu)。順應全(quan)球能(neng)(neng)源(yuan)技(ji)術(shu)革命發(fa)展(zhan)趨勢,我省(sheng)在(zai)核(he)能(neng)(neng)、智能(neng)(neng)電(dian)(dian)(dian)網等重(zhong)點領(ling)域(yu)技(ji)術(shu)實(shi)(shi)現突破(po),氫能(neng)(neng)源(yuan)、海(hai)洋能(neng)(neng)等前(qian)瞻性(xing)技(ji)術(shu)穩步推(tui)進,國(guo)(guo)(guo)家(jia)企業(ye)技(ji)術(shu)中(zhong)心(xin)(xin)(xin)(xin)、行(xing)業(ye)創(chuang)新(xin)(xin)中(zhong)心(xin)(xin)(xin)(xin)等一批重(zhong)大創(chuang)新(xin)(xin)平(ping)(ping)臺(tai)逐步建成(cheng)(cheng),新(xin)(xin)能(neng)(neng)源(yuan)領(ling)域(yu)的(de)(de)(de)科技(ji)創(chuang)新(xin)(xin)支(zhi)(zhi)撐能(neng)(neng)力顯著增強。截至(zhi)2017年年底,我省(sheng)新(xin)(xin)能(neng)(neng)源(yuan)領(ling)域(yu)共(gong)擁有(you)國(guo)(guo)(guo)家(jia)工程實(shi)(shi)驗(yan)室1個(ge)、國(guo)(guo)(guo)家(jia)工程技(ji)術(shu)研究中(zhong)心(xin)(xin)(xin)(xin)1個(ge)、國(guo)(guo)(guo)家(jia)工程研究中(zhong)心(xin)(xin)(xin)(xin)1個(ge)、國(guo)(guo)(guo)家(jia)企業(ye)技(ji)術(shu)中(zhong)心(xin)(xin)(xin)(xin)22個(ge)、省(sheng)級(ji)(ji)(ji)工程實(shi)(shi)驗(yan)室31個(ge)、省(sheng)級(ji)(ji)(ji)重(zhong)點實(shi)(shi)驗(yan)室5個(ge)、省(sheng)級(ji)(ji)(ji)工程技(ji)術(shu)研究中(zhong)心(xin)(xin)(xin)(xin)28個(ge)、省(sheng)級(ji)(ji)(ji)工程研究中(zhong)心(xin)(xin)(xin)(xin)7個(ge)。核(he)電(dian)(dian)(dian)防(fang)火(huo)(huo)保護(hu)產(chan)(chan)品“電(dian)(dian)(dian)纜(lan)及(ji)電(dian)(dian)(dian)纜(lan)橋(qiao)架防(fang)火(huo)(huo)包覆裝(zhuang)置”與(yu)(yu)“非能(neng)(neng)動實(shi)(shi)體(ti)(ti)防(fang)火(huo)(huo)保護(hu)結構”填補國(guo)(guo)(guo)內(nei)技(ji)術(shu)空(kong)白。核(he)電(dian)(dian)(dian)島內(nei)電(dian)(dian)(dian)纜(lan)生產(chan)(chan)獲得許可,打破(po)國(guo)(guo)(guo)外(wai)該技(ji)術(shu)壟斷。煙(yan)臺(tai)“國(guo)(guo)(guo)家(jia)級(ji)(ji)(ji)核(he)電(dian)(dian)(dian)產(chan)(chan)業(ye)技(ji)術(shu)創(chuang)新(xin)(xin)平(ping)(ping)臺(tai)”是(shi)國(guo)(guo)(guo)內(nei)唯一集核(he)電(dian)(dian)(dian)技(ji)術(shu)研發(fa)與(yu)(yu)產(chan)(chan)業(ye)化于一體(ti)(ti)的(de)(de)(de)國(guo)(guo)(guo)家(jia)級(ji)(ji)(ji)創(chuang)新(xin)(xin)平(ping)(ping)臺(tai)。可燃(ran)冰勘察開采(cai)(cai)技(ji)術(shu)、裝(zhuang)備實(shi)(shi)現歷史性(xing)突破(po),自主設計制造(zao)全(quan)球最先進的(de)(de)(de)超水(shui)深(shen)、雙鉆(zhan)(zhan)塔半潛(qian)式可燃(ran)冰鉆(zhan)(zhan)井平(ping)(ping)臺(tai),安裝(zhuang)工藝、焊接工藝世界(jie)領(ling)先;在(zai)水(shui)合(he)物(wu)微觀測試技(ji)術(shu)、仿(fang)真(zhen)模擬實(shi)(shi)驗(yan)研究等方面居全(quan)國(guo)(guo)(guo)前(qian)列,為我國(guo)(guo)(guo)首次(ci)可燃(ran)冰成(cheng)(cheng)功試采(cai)(cai)提供(gong)(gong)了強有(you)力的(de)(de)(de)理論和技(ji)術(shu)支(zhi)(zhi)撐。深(shen)海(hai)鉆(zhan)(zhan)探隔水(shui)管(guan)打破(po)了國(guo)(guo)(guo)外(wai)供(gong)(gong)應商對深(shen)海(hai)鉆(zhan)(zhan)采(cai)(cai)核(he)心(xin)(xin)(xin)(xin)部件的(de)(de)(de)壟斷。電(dian)(dian)(dian)動汽車充電(dian)(dian)(dian)群(qun)管(guan)群(qun)控(kong)、微網控(kong)制與(yu)(yu)電(dian)(dian)(dian)網互動技(ji)術(shu)等達到國(guo)(guo)(guo)際領(ling)先水(shui)平(ping)(ping)。
4.新(xin)(xin)(xin)(xin)模式(shi)、新(xin)(xin)(xin)(xin)業(ye)(ye)(ye)(ye)態(tai)(tai)。新(xin)(xin)(xin)(xin)能源(yuan)產業(ye)(ye)(ye)(ye)和互聯(lian)網(wang)(wang)、先進信息技術加速融(rong)合(he),新(xin)(xin)(xin)(xin)能源(yuan)領域新(xin)(xin)(xin)(xin)模式(shi)、新(xin)(xin)(xin)(xin)業(ye)(ye)(ye)(ye)態(tai)(tai)不(bu)斷涌現。“光(guang)(guang)(guang)伏(fu)+漁(yu)業(ye)(ye)(ye)(ye)”“光(guang)(guang)(guang)伏(fu)+生態(tai)(tai)農業(ye)(ye)(ye)(ye)”“光(guang)(guang)(guang)伏(fu)+采煤塌陷(xian)地治理”等呈現規模化發展態(tai)(tai)勢。全(quan)(quan)國首創的(de)“光(guang)(guang)(guang)伏(fu)+生態(tai)(tai)農業(ye)(ye)(ye)(ye)”綜合(he)利用發展模式(shi)已(yi)在全(quan)(quan)國復制推廣,全(quan)(quan)球首條高速光(guang)(guang)(guang)伏(fu)路(lu)面示范(fan)項(xiang)目(mu)在濟南建成(cheng),實(shi)現交通(tong)運(yun)輸行業(ye)(ye)(ye)(ye)與新(xin)(xin)(xin)(xin)能源(yuan)產業(ye)(ye)(ye)(ye)的(de)深度融(rong)合(he)。新(xin)(xin)(xin)(xin)能源(yuan)汽(qi)車(che)共(gong)享(xiang)業(ye)(ye)(ye)(ye)務(wu)開(kai)始(shi)布局(ju),推動傳統租(zu)賃(lin)模式(shi)向智(zhi)能化、綠(lv)色化、信息化轉變。以(yi)智(zhi)慧車(che)聯(lian)網(wang)(wang)為(wei)核心,以(yi)充電(dian)(dian)服(fu)(fu)(fu)務(wu)、汽(qi)車(che)服(fu)(fu)(fu)務(wu)和綜合(he)能源(yuan)服(fu)(fu)(fu)務(wu)為(wei)重點,打造了“互聯(lian)網(wang)(wang)+智(zhi)慧出行”生態(tai)(tai)體系、“互聯(lian)網(wang)(wang)+充電(dian)(dian)樁+新(xin)(xin)(xin)(xin)能源(yuan)汽(qi)車(che)”新(xin)(xin)(xin)(xin)模式(shi),實(shi)現了新(xin)(xin)(xin)(xin)能源(yuan)汽(qi)車(che)、充電(dian)(dian)樁的(de)全(quan)(quan)程監控(kong)、大數據分析和運(yun)營(ying)。建成(cheng)覆蓋全(quan)(quan)省(sheng)的(de)光(guang)(guang)(guang)纖主干網(wang)(wang),220千伏(fu)及以(yi)下變電(dian)(dian)站全(quan)(quan)部實(shi)現無人值班,初步(bu)形成(cheng)了“互聯(lian)網(wang)(wang)+電(dian)(dian)網(wang)(wang)”發展格局(ju)。青島中(zhong)德(de)生態(tai)(tai)園(yuan)等5個項(xiang)目(mu)納入國家(jia)新(xin)(xin)(xin)(xin)能源(yuan)微電(dian)(dian)網(wang)(wang)示范(fan),探索電(dian)(dian)力(li)(li)能源(yuan)服(fu)(fu)(fu)務(wu)的(de)新(xin)(xin)(xin)(xin)型商業(ye)(ye)(ye)(ye)運(yun)營(ying)模式(shi)和新(xin)(xin)(xin)(xin)業(ye)(ye)(ye)(ye)態(tai)(tai),推動更加具(ju)有(you)活(huo)力(li)(li)的(de)電(dian)(dian)力(li)(li)市場化創新(xin)(xin)(xin)(xin)發展。
(二)呈現特點(dian)。近年來我省新能源應用和產業取得了長足(zu)發展,但仍存(cun)在一些亟待(dai)解決的問題,主要呈現以下特點(dian):
一(yi)是產(chan)(chan)(chan)業(ye)發(fa)展(zhan)起(qi)(qi)步早,但(dan)(dan)規(gui)模(mo)總量(liang)偏小(xiao)。我省新(xin)能(neng)源發(fa)展(zhan)起(qi)(qi)步較(jiao)早,太陽能(neng)光(guang)熱產(chan)(chan)(chan)業(ye)率先(xian)在(zai)全(quan)(quan)國(guo)(guo)形成(cheng)規(gui)模(mo),曾占(zhan)據半(ban)壁江(jiang)山,但(dan)(dan)競爭(zheng)優(you)勢逐步減弱;生(sheng)物質(zhi)能(neng)、熱泵等(deng)(deng)最先(xian)實現產(chan)(chan)(chan)業(ye)化,但(dan)(dan)行業(ye)地(di)位低、影響力(li)弱;新(xin)能(neng)源汽車發(fa)展(zhan)較(jiao)早,但(dan)(dan)創新(xin)能(neng)力(li)不(bu)強(qiang),產(chan)(chan)(chan)業(ye)規(gui)模(mo)不(bu)大,乘用(yong)車自主品牌缺失。1986年(nian),威(wei)海榮成(cheng)建成(cheng)了(le)全(quan)(quan)國(guo)(guo)第一(yi)個風(feng)電(dian)(dian)場,2006年(nian),菏澤單縣建成(cheng)全(quan)(quan)國(guo)(guo)第一(yi)個農林生(sheng)物質(zhi)發(fa)電(dian)(dian)項(xiang)目(mu)。目(mu)前,由于(yu)缺乏(fa)可供(gong)規(gui)模(mo)化開發(fa)的水電(dian)(dian),核電(dian)(dian)項(xiang)目(mu)也尚在(zai)建設,全(quan)(quan)省全(quan)(quan)口徑新(xin)能(neng)源開發(fa)利用(yong)占(zhan)能(neng)源消費總量(liang)比重僅為(wei)5.5%,低于(yu)全(quan)(quan)國(guo)(guo)8.7個百分點;新(xin)能(neng)源產(chan)(chan)(chan)業(ye)增加值(zhi)僅占(zhan)全(quan)(quan)省GDP的1.5%,遠(yuan)低于(yu)江(jiang)蘇、浙江(jiang)等(deng)(deng)先(xian)進省份的發(fa)展(zhan)水平。
二是新(xin)能源(yuan)應(ying)(ying)用發展快(kuai),但對產業帶(dai)動作用弱。我省新(xin)能源(yuan)開(kai)發應(ying)(ying)用快(kuai)速(su)(su)推(tui)進,“十(shi)二五(wu)”以來,風電(dian)(dian)、光伏發電(dian)(dian)、生物質發電(dian)(dian)裝機(ji)容量(liang)年(nian)均分別增(zeng)長33.8%、146.5%、31.9%。生物質發電(dian)(dian)裝機(ji)容量(liang)、太陽能光熱(re)產品(pin)集熱(re)面積保有(you)量(liang)、地(di)熱(re)能供(gong)暖(nuan)(制冷)面積一直保持全國領先(xian)地(di)位(wei),2017年(nian),我省光伏發電(dian)(dian)裝機(ji)容量(liang)也(ye)躍(yue)居全國首位(wei),風電(dian)(dian)裝機(ji)容量(liang)進入(ru)全國前(qian)五(wu)位(wei)。但新(xin)能源(yuan)裝備(bei)制造(zao)產業規(gui)模不大,發展速(su)(su)度(du)不快(kuai),應(ying)(ying)用與(yu)產業融合度(du)低(di),產業支撐(cheng)能力較(jiao)弱,不能有(you)效滿足新(xin)能源(yuan)應(ying)(ying)用快(kuai)速(su)(su)增(zeng)長的需求(qiu)。
三是企(qi)(qi)業(ye)(ye)(ye)(ye)數量多,但龍頭企(qi)(qi)業(ye)(ye)(ye)(ye)少。我省新能(neng)源領(ling)域企(qi)(qi)業(ye)(ye)(ye)(ye)總量達2400余家,但是大部分企(qi)(qi)業(ye)(ye)(ye)(ye)規模(mo)較(jiao)小,龍頭骨干企(qi)(qi)業(ye)(ye)(ye)(ye)不(bu)多,帶動(dong)作用不(bu)強(qiang),產(chan)(chan)業(ye)(ye)(ye)(ye)集聚效應不(bu)夠(gou)顯(xian)著。2017年,無一(yi)家新能(neng)源企(qi)(qi)業(ye)(ye)(ye)(ye)入圍山東(dong)百(bai)(bai)強(qiang)企(qi)(qi)業(ye)(ye)(ye)(ye),產(chan)(chan)值(zhi)過百(bai)(bai)億的(de)新能(neng)源企(qi)(qi)業(ye)(ye)(ye)(ye)僅(jin)有(you)(you)2家。江(jiang)蘇省僅(jin)光伏(fu)產(chan)(chan)業(ye)(ye)(ye)(ye)產(chan)(chan)值(zhi)超(chao)(chao)過百(bai)(bai)億元的(de)已達6家,南京市(shi)智能(neng)電網產(chan)(chan)業(ye)(ye)(ye)(ye)在國內市(shi)場占有(you)(you)率超(chao)(chao)過70%。
四是產(chan)(chan)業(ye)(ye)(ye)門類(lei)齊(qi)全(quan),但核(he)心(xin)競爭力不足。我(wo)省已初(chu)步形成太陽能(neng)(neng)(neng)(neng)、風能(neng)(neng)(neng)(neng)、生物質能(neng)(neng)(neng)(neng)、地熱能(neng)(neng)(neng)(neng)、新能(neng)(neng)(neng)(neng)源汽車、智(zhi)能(neng)(neng)(neng)(neng)電網等門類(lei)比較齊(qi)全(quan)的新能(neng)(neng)(neng)(neng)源產(chan)(chan)業(ye)(ye)(ye)發(fa)展體系,但新能(neng)(neng)(neng)(neng)源科(ke)技創新投入不足,自主創新技術薄弱(ruo),導(dao)致(zhi)產(chan)(chan)業(ye)(ye)(ye)發(fa)展層次不高、核(he)心(xin)競爭力不強(qiang),缺(que)(que)乏制(zhi)造關鍵核(he)心(xin)新能(neng)(neng)(neng)(neng)源裝(zhuang)備的龍頭企業(ye)(ye)(ye),缺(que)(que)少具有國際國內影響力的知名品(pin)牌,產(chan)(chan)業(ye)(ye)(ye)產(chan)(chan)品(pin)配(pei)套(tao)協作(zuo)能(neng)(neng)(neng)(neng)力不強(qiang),以基地或集聚區建設為載(zai)體的發(fa)展格局尚未形成,新能(neng)(neng)(neng)(neng)源產(chan)(chan)業(ye)(ye)(ye)總體上(shang)全(quan)而不優、多而不強(qiang)。
二、發展形勢
當前(qian),新(xin)(xin)一輪科(ke)技革(ge)命和(he)產業(ye)變革(ge)加(jia)速孕育、集聚(ju)迸發,新(xin)(xin)能(neng)源領域技術創新(xin)(xin)層出不窮,新(xin)(xin)模式、新(xin)(xin)業(ye)態不斷(duan)涌(yong)現(xian),我省新(xin)(xin)能(neng)源產業(ye)發展機遇與挑戰并存,必須統籌全局,把(ba)握機遇,因勢(shi)利(li)導,集中力量(liang)實現(xian)跨越式發展。
從國際(ji)看,以(yi)新(xin)(xin)(xin)(xin)能(neng)源(yuan)(yuan)為(wei)代(dai)表的(de)(de)新(xin)(xin)(xin)(xin)興產業重(zhong)大顛覆(fu)性(xing)創新(xin)(xin)(xin)(xin)不時出現,新(xin)(xin)(xin)(xin)能(neng)源(yuan)(yuan)汽車、頁巖(yan)氣等(deng)關(guan)鍵(jian)技(ji)術(shu)不斷突破,分布式能(neng)源(yuan)(yuan)、能(neng)源(yuan)(yuan)互聯網等(deng)領域蓬勃興起;新(xin)(xin)(xin)(xin)能(neng)源(yuan)(yuan)技(ji)術(shu)與新(xin)(xin)(xin)(xin)一代(dai)信息(xi)技(ji)術(shu)、互聯網、大數(shu)據(ju)等(deng)相互滲透(tou)、不斷融合,各主要(yao)國家紛紛將新(xin)(xin)(xin)(xin)能(neng)源(yuan)(yuan)作為(wei)科技(ji)創新(xin)(xin)(xin)(xin)的(de)(de)戰(zhan)略制高(gao)點和產業轉型(xing)發展的(de)(de)先(xian)手棋(qi)。同(tong)時,在全球共同(tong)應(ying)對(dui)氣候(hou)變化的(de)(de)大背(bei)景下,歐盟、日本、北美(mei)等(deng)主要(yao)發達(da)國家紛紛更(geng)新(xin)(xin)(xin)(xin)和制定新(xin)(xin)(xin)(xin)能(neng)源(yuan)(yuan)發展戰(zhan)略,能(neng)源(yuan)(yuan)加速(su)向清潔化、低碳化新(xin)(xin)(xin)(xin)能(neng)源(yuan)(yuan)時代(dai)邁進。
從國(guo)(guo)內(nei)看(kan),我國(guo)(guo)經(jing)(jing)濟(ji)(ji)已(yi)由(you)高速增(zeng)長(chang)階段轉(zhuan)向高質(zhi)量(liang)發(fa)展(zhan)階段,黨的十九(jiu)大(da)深刻闡(chan)明(ming)了習近平新時代中(zhong)國(guo)(guo)特色社會主(zhu)義思想,將“構建市場(chang)導向的綠色技術創新體(ti)系,壯(zhuang)大(da)清(qing)潔(jie)能源(yuan)產(chan)業”納入加快生(sheng)態文明(ming)體(ti)制改革(ge)、建設(she)美麗中(zhong)國(guo)(guo)的重要(yao)篇章(zhang),為加快推動新能源(yuan)產(chan)業發(fa)展(zhan)、培育經(jing)(jing)濟(ji)(ji)社會發(fa)展(zhan)新動能指明(ming)了方向。順應全球能源(yuan)清(qing)潔(jie)低碳發(fa)展(zhan)的大(da)趨勢,我國(guo)(guo)加快實(shi)施油(you)氣替(ti)(ti)代煤炭、非化石能源(yuan)替(ti)(ti)代化石能源(yuan)“雙(shuang)替(ti)(ti)代戰略”,明(ming)確提出“到2030年,非化石能源(yuan)占能源(yuan)消費總量(liang)比重達到20%左右”,使(shi)新能源(yuan)與可(ke)再生(sheng)能源(yuan)成為能源(yuan)增(zeng)量(liang)的主(zhu)要(yao)力(li)量(liang)。
從省(sheng)(sheng)內(nei)看(kan),我省(sheng)(sheng)能(neng)源(yuan)消費(fei)總量(liang)大,煤炭消費(fei)占比高(gao),減少煤炭消費(fei)、加快能(neng)源(yuan)結構優化調(diao)整壓(ya)力巨大。《山(shan)東省(sheng)(sheng)能(neng)源(yuan)中長期發(fa)展(zhan)規(gui)劃》已(yi)明確提出“到2030年,全(quan)省(sheng)(sheng)新(xin)能(neng)源(yuan)和可再生能(neng)源(yuan)消費(fei)提高(gao)到18%左右”。同時,我省(sheng)(sheng)資(zi)源(yuan)型(xing)、重化型(xing)產業(ye)(ye)(ye)結構突(tu)出,提升產業(ye)(ye)(ye)層(ceng)次、優化產業(ye)(ye)(ye)結構、實(shi)現轉型(xing)升級(ji)的任(ren)務十(shi)分艱巨。《山(shan)東省(sheng)(sheng)新(xin)舊動能(neng)轉換重大工程實(shi)施規(gui)劃》將新(xin)能(neng)源(yuan)新(xin)材料產業(ye)(ye)(ye)納入十(shi)強(qiang)產業(ye)(ye)(ye),為(wei)新(xin)能(neng)源(yuan)產業(ye)(ye)(ye)發(fa)展(zhan)提供(gong)了重大歷史(shi)機遇。要按照省(sheng)(sheng)委、省(sheng)(sheng)政府的統一決策部署,依托既有產業(ye)(ye)(ye)基礎,抓住重點、突(tu)出特色,明確主攻(gong)方向,集(ji)中優勢(shi)資(zi)源(yuan),實(shi)現快速高(gao)效發(fa)展(zhan)。
三、發展思路、原則和目標
(一)發(fa)(fa)展思路。以習近平新(xin)(xin)時代(dai)中(zhong)國(guo)特(te)色(se)社(she)會主義(yi)思想為(wei)指導,全面貫(guan)徹黨(dang)的十九(jiu)大和十九(jiu)屆二中(zhong)、三中(zhong)精神,認真落實省委、省政府新(xin)(xin)舊動能轉(zhuan)換重大工程決(jue)策部署,牢(lao)固樹立(li)新(xin)(xin)發(fa)(fa)展理念,以供(gong)(gong)給側結構(gou)性改革為(wei)主線,以新(xin)(xin)技術、新(xin)(xin)產(chan)業(ye)、新(xin)(xin)業(ye)態(tai)、新(xin)(xin)模式為(wei)核心(xin),堅持綠(lv)色(se)低(di)碳發(fa)(fa)展方針,轉(zhuan)變發(fa)(fa)展方式,強(qiang)化(hua)(hua)技術創新(xin)(xin),完善(shan)體(ti)制機制,促進產(chan)業(ye)智慧化(hua)(hua)、智慧產(chan)業(ye)化(hua)(hua)、跨界融合化(hua)(hua)、品牌高(gao)端(duan)化(hua)(hua),積極推動新(xin)(xin)能源產(chan)業(ye)多元化(hua)(hua)、規模化(hua)(hua)、高(gao)質量發(fa)(fa)展,打造一批(pi)國(guo)內(nei)領先(xian)、在國(guo)際有(you)影(ying)響力(li)的產(chan)業(ye)集(ji)聚(ju)區和特(te)色(se)產(chan)業(ye)集(ji)群,逐步實現由“山東制造”向“山東智造”“山東創造”轉(zhuan)變,為(wei)新(xin)(xin)舊動能轉(zhuan)換提(ti)供(gong)(gong)強(qiang)有(you)力(li)支撐。

統(tong)籌(chou)(chou)規劃,協(xie)調(diao)發(fa)(fa)(fa)展(zhan)。統(tong)籌(chou)(chou)規劃新能源產(chan)業發(fa)(fa)(fa)展(zhan)與經濟社會轉型、能源總體布局、生態(tai)環境保護以及(ji)新型城鎮(zhen)化建設(she),堅持規劃引導(dao)、科學推進,注重(zhong)規劃統(tong)籌(chou)(chou)協(xie)調(diao)發(fa)(fa)(fa)展(zhan),注重(zhong)開發(fa)(fa)(fa)利(li)用與產(chan)業提升、技術進步(bu)協(xie)調(diao)發(fa)(fa)(fa)展(zhan)。統(tong)籌(chou)(chou)陸(lu)地和(he)海洋經濟協(xie)調(diao)發(fa)(fa)(fa)展(zhan),拓展(zhan)成長空間,形成自身(shen)發(fa)(fa)(fa)展(zhan)新優勢與周邊(bian)協(xie)同互動新格局。
突出重(zhong)點,優質(zhi)發(fa)展(zhan)。緊(jin)跟國內外新(xin)能(neng)(neng)源發(fa)展(zhan)趨勢(shi),加快推進新(xin)能(neng)(neng)源汽車(che)、核電、智能(neng)(neng)電網及儲能(neng)(neng)等重(zhong)點領域發(fa)展(zhan),依托項目拉動和(he)產(chan)業(ye)帶動,大力提升新(xin)能(neng)(neng)源產(chan)業(ye)發(fa)展(zhan)層次,壯大產(chan)業(ye)規模,促進新(xin)能(neng)(neng)源產(chan)業(ye)優質(zhi)高(gao)效發(fa)展(zhan)。
因地制宜,集(ji)聚發(fa)(fa)展。依據我(wo)省新(xin)舊動能轉換重大工程實施規劃,結合各市發(fa)(fa)展定位,明確各市新(xin)能源(yuan)產(chan)業(ye)(ye)(ye)(ye)發(fa)(fa)展方向,培育(yu)(yu)壯大龍頭骨干企業(ye)(ye)(ye)(ye),加強產(chan)業(ye)(ye)(ye)(ye)上下游(you)協作,延伸產(chan)業(ye)(ye)(ye)(ye)鏈條。創新(xin)管理運營機制,推動“筑巢引新(xin)鳳”“無中生(sheng)有(you)(you)”,培育(yu)(yu)特色經濟和(he)優勢(shi)產(chan)業(ye)(ye)(ye)(ye),打造若(ruo)干具(ju)有(you)(you)核心(xin)競爭力的產(chan)業(ye)(ye)(ye)(ye)集(ji)聚區和(he)特色產(chan)業(ye)(ye)(ye)(ye)基(ji)地。

新(xin)能(neng)源產(chan)(chan)業(ye)(ye)規模不斷壯大。到2022年(nian),全省新(xin)能(neng)源產(chan)(chan)業(ye)(ye)總(zong)產(chan)(chan)值(zhi)力爭(zheng)達到7000億(yi)(yi)元,產(chan)(chan)業(ye)(ye)增(zeng)加(jia)值(zhi)力爭(zheng)達到2400億(yi)(yi)元。到2028年(nian),新(xin)能(neng)源產(chan)(chan)業(ye)(ye)總(zong)產(chan)(chan)值(zhi)、增(zeng)加(jia)值(zhi)力爭(zheng)分別達到12000億(yi)(yi)元和4000億(yi)(yi)元,成為全省新(xin)的重要支柱產(chan)(chan)業(ye)(ye)。
新(xin)(xin)能(neng)源(yuan)應用規模(mo)不斷提高(gao)。到2022年,全(quan)(quan)省(sheng)全(quan)(quan)口徑新(xin)(xin)能(neng)源(yuan)開(kai)發(fa)利(li)用占(zhan)能(neng)源(yuan)消費總量(liang)(liang)比(bi)(bi)重提高(gao)至9%左(zuo)(zuo)右(you)(you),新(xin)(xin)能(neng)源(yuan)發(fa)電(dian)裝(zhuang)(zhuang)(zhuang)機容量(liang)(liang)達(da)到4400萬(wan)(wan)千瓦左(zuo)(zuo)右(you)(you),占(zhan)省(sheng)內電(dian)力(li)裝(zhuang)(zhuang)(zhuang)機的(de)30%左(zuo)(zuo)右(you)(you)。到2028年,全(quan)(quan)省(sheng)全(quan)(quan)口徑新(xin)(xin)能(neng)源(yuan)開(kai)發(fa)利(li)用占(zhan)能(neng)源(yuan)消費總量(liang)(liang)比(bi)(bi)重力(li)爭提高(gao)至15%左(zuo)(zuo)右(you)(you),新(xin)(xin)能(neng)源(yuan)發(fa)電(dian)裝(zhuang)(zhuang)(zhuang)機達(da)到7500萬(wan)(wan)千瓦左(zuo)(zuo)右(you)(you),占(zhan)省(sheng)內電(dian)力(li)裝(zhuang)(zhuang)(zhuang)機的(de)40%左(zuo)(zuo)右(you)(you)。
自主創(chuang)新能(neng)(neng)力顯著(zhu)增強。到(dao)(dao)(dao)2022年,新能(neng)(neng)源(yuan)產(chan)業(ye)(ye)技(ji)(ji)術(shu)研發投入占(zhan)主營業(ye)(ye)務收入的比重達到(dao)(dao)(dao)3%以上,重點(dian)骨干企業(ye)(ye)技(ji)(ji)術(shu)研發投入占(zhan)比達到(dao)(dao)(dao)5%左右;到(dao)(dao)(dao)2028年,全省(sheng)新能(neng)(neng)源(yuan)產(chan)業(ye)(ye)技(ji)(ji)術(shu)研發投入占(zhan)比提高到(dao)(dao)(dao)5%以上,形(xing)成一批(pi)國內領(ling)先(xian)、國際(ji)有影響力的自主技(ji)(ji)術(shu)、產(chan)品和品牌。
新能(neng)(neng)源產(chan)(chan)(chan)(chan)業(ye)集聚(ju)度大(da)幅提升。到(dao)2022年(nian),打造5個(ge)年(nian)產(chan)(chan)(chan)(chan)值過(guo)千(qian)億元、在全(quan)國競爭優勢(shi)突(tu)出(chu)的(de)特(te)色產(chan)(chan)(chan)(chan)業(ye)集群,培(pei)育10家產(chan)(chan)(chan)(chan)值過(guo)百億的(de)全(quan)國知名的(de)龍頭骨(gu)干企(qi)業(ye),帶動(dong)培(pei)育一批專、精(jing)、特(te)、新的(de)配(pei)套企(qi)業(ye)。到(dao)2028年(nian),新能(neng)(neng)源裝備大(da)企(qi)業(ye)群體進一步(bu)壯大(da),區域特(te)色和優勢(shi)更加突(tu)出(chu),實(shi)現由新能(neng)(neng)源產(chan)(chan)(chan)(chan)業(ye)大(da)省(sheng)到(dao)新能(neng)(neng)源產(chan)(chan)(chan)(chan)業(ye)強省(sheng)的(de)轉變。

(一)聚力(li)做(zuo)大做(zuo)強(qiang)3大重(zhong)點(dian)產(chan)業。新(xin)(xin)能(neng)源汽(qi)車、核(he)電、智(zhi)能(neng)電網(wang)及儲能(neng)是國(guo)民經濟(ji)重(zhong)要的支柱(zhu)性(xing)、基(ji)(ji)礎性(xing)產(chan)業,代表了當前(qian)和未(wei)來發展(zhan)重(zhong)要方向(xiang)和技術制高點(dian),是很多(duo)省(sheng)份都在重(zhong)點(dian)布(bu)局、合(he)力(li)推進(jin)的關(guan)鍵新(xin)(xin)能(neng)源產(chan)業,也是我省(sheng)從新(xin)(xin)能(neng)源產(chan)業大省(sheng)向(xiang)強(qiang)省(sheng)邁進(jin)的必由之路。結合(he)我省(sheng)產(chan)業布(bu)局和產(chan)業基(ji)(ji)礎,聚焦3大重(zhong)點(dian)產(chan)業,積(ji)極培育壯(zhuang)大龍頭(tou)企業,加快產(chan)業聚集發展(zhan),完善產(chan)業鏈條,提(ti)升產(chan)業競爭力(li),努力(li)走(zou)在全國(guo)前(qian)列。

生(sheng)(sheng)物(wu)質(zhi)發(fa)(fa)電(dian)(dian)。堅持因地(di)制宜、規(gui)劃先行、合理布局、多元(yuan)發(fa)(fa)展(zhan),科學推動(dong)生(sheng)(sheng)物(wu)質(zhi)能資(zi)(zi)源的(de)(de)(de)能源化(hua)(hua)循環(huan)(huan)利用(yong)(yong)和(he)清潔(jie)利用(yong)(yong)。在(zai)魯(lu)西北、魯(lu)中等農(nong)作(zuo)物(wu)秸(jie)稈豐(feng)富地(di)區,重(zhong)點建設農(nong)作(zuo)物(wu)秸(jie)稈為主(zhu)的(de)(de)(de)生(sheng)(sheng)物(wu)質(zhi)發(fa)(fa)電(dian)(dian)項(xiang)目(mu);在(zai)魯(lu)南木(mu)材加工聚集區和(he)農(nong)作(zuo)物(wu)秸(jie)稈豐(feng)富地(di)區,重(zhong)點建設農(nong)林(lin)生(sheng)(sheng)物(wu)質(zhi)發(fa)(fa)電(dian)(dian)項(xiang)目(mu);在(zai)膠東半島果樹枝椏(ya)柴資(zi)(zi)源豐(feng)富地(di)區,重(zhong)點建設林(lin)木(mu)資(zi)(zi)源為主(zhu)的(de)(de)(de)生(sheng)(sheng)物(wu)質(zhi)發(fa)(fa)電(dian)(dian)項(xiang)目(mu)。在(zai)落實環(huan)(huan)保、選址、垃(la)圾(ji)資(zi)(zi)源量(liang)(liang)及社會穩定風險評估等條件(jian)的(de)(de)(de)前提下,穩步推進城(cheng)鎮(zhen)生(sheng)(sheng)活垃(la)圾(ji)發(fa)(fa)電(dian)(dian)項(xiang)目(mu)。在(zai)工業(ye)有機廢水無害(hai)化(hua)(hua)處理集中地(di)區和(he)畜禽(qin)規(gui)模化(hua)(hua)養殖(zhi)地(di)區,合理布局沼氣發(fa)(fa)電(dian)(dian)項(xiang)目(mu)。力(li)爭到2022年,全省(sheng)(sheng)生(sheng)(sheng)物(wu)質(zhi)發(fa)(fa)電(dian)(dian)裝機容(rong)量(liang)(liang)達到350萬千瓦左右;到2028年,全省(sheng)(sheng)生(sheng)(sheng)物(wu)質(zhi)發(fa)(fa)電(dian)(dian)裝機容(rong)量(liang)(liang)達到500萬千瓦左右。
外(wai)電(dian)(dian)(dian)(dian)入(ru)魯(lu)(lu)。著眼保障未來(lai)山東經(jing)濟(ji)社會(hui)發(fa)展(zhan)、壓(ya)(ya)減(jian)煤(mei)炭、擴大非化石(shi)能(neng)(neng)(neng)源(yuan)(yuan)消(xiao)費等實際需要,強化外(wai)電(dian)(dian)(dian)(dian)在全省(sheng)(sheng)(sheng)電(dian)(dian)(dian)(dian)力(li)供應保障和消(xiao)費升級中的供應能(neng)(neng)(neng)力(li)。完善特高壓(ya)(ya)骨干網(wang)絡,積極做好與已(yi)建(jian)(jian)成的錫(xi)盟、榆橫、扎(zha)魯(lu)(lu)特、上(shang)海廟(miao)四條外(wai)電(dian)(dian)(dian)(dian)入(ru)魯(lu)(lu)特高壓(ya)(ya)送(song)電(dian)(dian)(dian)(dian)通道(dao)送(song)端(duan)省(sheng)(sheng)(sheng)份銜(xian)接(jie),落(luo)實配(pei)套(tao)電(dian)(dian)(dian)(dian)源(yuan)(yuan)和送(song)電(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)量與電(dian)(dian)(dian)(dian)價(jia),盡早實現規(gui)(gui)劃送(song)電(dian)(dian)(dian)(dian)能(neng)(neng)(neng)力(li),有序擴大省(sheng)(sheng)(sheng)外(wai)來(lai)電(dian)(dian)(dian)(dian)規(gui)(gui)模。加快建(jian)(jian)設濰坊(昌(chang)樂)至(zhi)臨沂(高鄉)至(zhi)棗莊(zhuang)(zhuang)至(zhi)菏澤至(zhi)石(shi)家莊(zhuang)(zhuang)(邢(xing)臺(tai))特高壓(ya)(ya)環網(wang)工程;繼續開展(zhan)“外(wai)電(dian)(dian)(dian)(dian)入(ru)魯(lu)(lu)”新(xin)通道(dao)研(yan)究。到(dao)(dao)2022年,全省(sheng)(sheng)(sheng)接(jie)受(shou)省(sheng)(sheng)(sheng)外(wai)來(lai)電(dian)(dian)(dian)(dian)能(neng)(neng)(neng)力(li)力(li)爭(zheng)達到(dao)(dao)3500萬(wan)千瓦(wa)左右,占全省(sheng)(sheng)(sheng)可用(yong)電(dian)(dian)(dian)(dian)力(li)裝機(ji)的比(bi)重達到(dao)(dao)30%;到(dao)(dao)2028年,接(jie)受(shou)省(sheng)(sheng)(sheng)外(wai)來(lai)電(dian)(dian)(dian)(dian)能(neng)(neng)(neng)力(li)力(li)爭(zheng)達到(dao)(dao)5000萬(wan)千瓦(wa)左右。
抽(chou)水(shui)蓄(xu)能(neng)(neng)(neng)(neng)。綜合考慮地(di)形地(di)質(zhi)、水(shui)文氣象等條件以及電(dian)網(wang)(wang)需求,統籌抽(chou)水(shui)蓄(xu)能(neng)(neng)(neng)(neng)發展與電(dian)源建設,合理規劃布局(ju)抽(chou)水(shui)蓄(xu)能(neng)(neng)(neng)(neng)電(dian)站,確保電(dian)網(wang)(wang)安(an)全(quan)穩定運(yun)行。在膠(jiao)東負荷(he)中(zhong)心布局(ju)抽(chou)水(shui)蓄(xu)能(neng)(neng)(neng)(neng)電(dian)站,增強(qiang)區域電(dian)網(wang)(wang)調峰(feng)能(neng)(neng)(neng)(neng)力(li),提高東部沿海核電(dian)基地(di)電(dian)力(li)送出和風電(dian)等可再生能(neng)(neng)(neng)(neng)源發電(dian)消納水(shui)平(ping);在“外電(dian)入魯(lu)”通道(dao)落(luo)點集中(zhong)的魯(lu)中(zhong)、魯(lu)南地(di)區布局(ju)抽(chou)水(shui)蓄(xu)能(neng)(neng)(neng)(neng)電(dian)站,保障(zhang)電(dian)網(wang)(wang)以及特高壓電(dian)網(wang)(wang)安(an)全(quan)穩定運(yun)行。到(dao)(dao)2022年,全(quan)省(sheng)(sheng)抽(chou)水(shui)蓄(xu)能(neng)(neng)(neng)(neng)電(dian)站裝機容量達到(dao)(dao)300萬千瓦左右;到(dao)(dao)2028年,全(quan)省(sheng)(sheng)抽(chou)水(shui)蓄(xu)能(neng)(neng)(neng)(neng)電(dian)站裝機容量達到(dao)(dao)800萬千瓦左右。
2.綠色(se)熱(re)(re)(re)力(li)。結合(he)(he)國家推進北方地(di)區清潔取(qu)(qu)暖(nuan)的(de)部署要(yao)求,統(tong)籌(chou)區域(yu)(yu)內(nei)能(neng)源(yuan)資源(yuan)供(gong)(gong)(gong)(gong)應、環(huan)境約(yue)束(shu)、經濟承受(shou)能(neng)力(li)和(he)(he)取(qu)(qu)暖(nuan)用熱(re)(re)(re)特點,按照宜(yi)氣則(ze)氣、宜(yi)電(dian)則(ze)電(dian)、宜(yi)可再(zai)生(sheng)能(neng)源(yuan)則(ze)可再(zai)生(sheng)能(neng)源(yuan)和(he)(he)集(ji)(ji)中(zhong)(zhong)與分(fen)散(san)相結合(he)(he)原(yuan)則(ze),在優(you)先發(fa)展集(ji)(ji)中(zhong)(zhong)供(gong)(gong)(gong)(gong)熱(re)(re)(re)的(de)同時,積極發(fa)展電(dian)能(neng)、地(di)熱(re)(re)(re)能(neng)、生(sheng)物質能(neng)、太陽(yang)能(neng)等多(duo)種清潔供(gong)(gong)(gong)(gong)熱(re)(re)(re),逐步實(shi)現(xian)供(gong)(gong)(gong)(gong)熱(re)(re)(re)資源(yuan)和(he)(he)形式的(de)多(duo)元化、靈(ling)活性,加快(kuai)供(gong)(gong)(gong)(gong)熱(re)(re)(re)領域(yu)(yu)各類可再(zai)生(sheng)能(neng)源(yuan)對化石(shi)能(neng)源(yuan)的(de)替代。力(li)爭到(dao)2022年,全省綠色(se)熱(re)(re)(re)力(li)取(qu)(qu)暖(nuan)面積占比(bi)達到(dao)15%以上(shang)。到(dao)2028年,全省綠色(se)熱(re)(re)(re)力(li)取(qu)(qu)暖(nuan)面積占比(bi)達到(dao)25%左右。
電(dian)(dian)(dian)能取暖(nuan)。結合取暖(nuan)區域(yu)的熱(re)(re)負(fu)荷(he)特性、取暖(nuan)規模、電(dian)(dian)(dian)力資源(yuan)(yuan)等(deng)因素,在(zai)與(yu)電(dian)(dian)(dian)網(wang)公司做好(hao)充分銜接、落實配套電(dian)(dian)(dian)網(wang)建(jian)設改造、保(bao)障電(dian)(dian)(dian)力安全(quan)供(gong)應的基礎上,因地(di)制宜(yi)發展電(dian)(dian)(dian)取暖(nuan)。在(zai)商場(chang)、醫院、學校等(deng)公共服務場(chang)所和新(xin)型(xing)(xing)社區,優先選用(yong)空氣源(yuan)(yuan)、污水源(yuan)(yuan)、地(di)源(yuan)(yuan)、海水源(yuan)(yuan)等(deng)熱(re)(re)泵取暖(nuan),提升電(dian)(dian)(dian)能取暖(nuan)效率(lv)。鼓(gu)勵有條件的大(da)型(xing)(xing)商場(chang)、辦公場(chang)所、酒店(dian)等(deng)晝夜冷熱(re)(re)負(fu)荷(he)變化較大(da)的建(jian)筑配套建(jian)設電(dian)(dian)(dian)蓄(xu)熱(re)(re)(冷)設施(shi),促進電(dian)(dian)(dian)力負(fu)荷(he)的移(yi)峰(feng)填谷,降(jiang)低運行(xing)成(cheng)本。在(zai)不(bu)具(ju)備(bei)市政集中(zhong)供(gong)熱(re)(re)的區域(yu),優先推廣(guang)熱(re)(re)泵、蓄(xu)熱(re)(re)式電(dian)(dian)(dian)鍋爐等(deng)集中(zhong)供(gong)熱(re)(re)技術;對于不(bu)具(ju)備(bei)集中(zhong)供(gong)暖(nuan)條件的區域(yu),優先推廣(guang)家(jia)用(yong)空氣源(yuan)(yuan)熱(re)(re)泵技術,或合理選擇使用(yong)蓄(xu)熱(re)(re)式電(dian)(dian)(dian)暖(nuan)氣、碳晶電(dian)(dian)(dian)采暖(nuan)等(deng)分散(san)式電(dian)(dian)(dian)采暖(nuan)技術。到2022年(nian),全(quan)省電(dian)(dian)(dian)能取暖(nuan)面積(ji)達到3億平方(fang)米以上。
地(di)(di)(di)(di)熱(re)(re)(re)能(neng)供暖(制(zhi)冷)。充分(fen)發揮我(wo)省地(di)(di)(di)(di)熱(re)(re)(re)能(neng)資源儲量大、分(fen)布(bu)廣等(deng)特點,因(yin)地(di)(di)(di)(di)制(zhi)宜、規范(fan)有序推廣使用(yong)(yong)集(ji)(ji)中(zhong)(zhong)與分(fen)散式(shi)取(qu)暖。積極推動中(zhong)(zhong)深層(ceng)地(di)(di)(di)(di)熱(re)(re)(re)能(neng)取(qu)暖,根據地(di)(di)(di)(di)熱(re)(re)(re)能(neng)資源分(fen)布(bu)及供熱(re)(re)(re)市(shi)場需求,在(zai)“取(qu)熱(re)(re)(re)不取(qu)水”的(de)(de)原則(ze)下,采(cai)用(yong)(yong)“采(cai)灌均衡、間接換熱(re)(re)(re)”或“井(jing)下換熱(re)(re)(re)”的(de)(de)工藝(yi)技術,在(zai)魯(lu)西北、膠東(dong)、魯(lu)中(zhong)(zhong)(西)南等(deng)地(di)(di)(di)(di)熱(re)(re)(re)資源相對富集(ji)(ji)地(di)(di)(di)(di)區,采(cai)用(yong)(yong)“集(ji)(ji)中(zhong)(zhong)式(shi)與分(fen)散式(shi)相結合”的(de)(de)方式(shi)推進(jin)中(zhong)(zhong)深層(ceng)地(di)(di)(di)(di)熱(re)(re)(re)能(neng)取(qu)暖。大力開發淺(qian)層(ceng)地(di)(di)(di)(di)熱(re)(re)(re)能(neng)取(qu)暖,按(an)照“因(yin)地(di)(di)(di)(di)制(zhi)宜,集(ji)(ji)約開發,加強監管,注(zhu)重環保”的(de)(de)原則(ze),采(cai)用(yong)(yong)熱(re)(re)(re)泵技術為主,開發利用(yong)(yong)淺(qian)層(ceng)地(di)(di)(di)(di)熱(re)(re)(re)能(neng)取(qu)暖(制(zhi)冷),經濟高效的(de)(de)替代散煤取(qu)暖。到2022年(nian),全省地(di)(di)(di)(di)熱(re)(re)(re)能(neng)取(qu)暖面積達(da)到7000萬平方米左右。
生物(wu)質(zhi)能供(gong)熱(re)。充分發揮我省生物(wu)質(zhi)能資源儲量大、品種多(duo)、分布(bu)廣等優勢(shi),按照(zhao)就(jiu)地(di)收集(ji)、就(jiu)地(di)消費原則(ze),積極發展生物(wu)質(zhi)能清潔供(gong)暖(nuan)(nuan)、供(gong)熱(re)。新建(jian)農(nong)林(lin)生物(wu)質(zhi)發電項(xiang)(xiang)目(mu)全(quan)部按照(zhao)熱(re)電聯產(chan)集(ji)中取暖(nuan)(nuan)規(gui)劃建(jian)設(she),作(zuo)為(wei)(wei)(wei)縣城(cheng)及(ji)(ji)周邊鄉鎮(zhen)、農(nong)村社(she)區(qu)(qu)的(de)(de)重要熱(re)源;結合用熱(re)需求(qiu)和(he)(he)(he)技術經濟可行性,對已(yi)投運農(nong)林(lin)生物(wu)質(zhi)純凝(ning)發電項(xiang)(xiang)目(mu)有序進行供(gong)熱(re)改造,積極為(wei)(wei)(wei)周邊城(cheng)鄉居民及(ji)(ji)工(gong)(gong)業園區(qu)(qu)企業供(gong)暖(nuan)(nuan)、供(gong)氣。在落實環(huan)保、選(xuan)址(zhi)、垃(la)圾資源及(ji)(ji)社(she)會風險評估的(de)(de)前提(ti)下,穩步推進城(cheng)鎮(zhen)生活垃(la)圾焚燒熱(re)電聯產(chan)項(xiang)(xiang)目(mu)。在生物(wu)質(zhi)資源豐富(fu)的(de)(de)地(di)區(qu)(qu),科學規(gui)劃布(bu)局建(jian)設(she)分布(bu)式生物(wu)質(zhi)成(cheng)型(xing)燃料(liao)收集(ji)、加工(gong)(gong)和(he)(he)(he)銷售(shou)基地(di),采用生物(wu)質(zhi)鍋爐(lu)和(he)(he)(he)生物(wu)質(zhi)節能環(huan)保爐(lu)具(ju)等方式,為(wei)(wei)(wei)城(cheng)鄉公共服務設(she)施、新型(xing)農(nong)村社(she)區(qu)(qu)集(ji)中供(gong)暖(nuan)(nuan)和(he)(he)(he)農(nong)戶分散供(gong)暖(nuan)(nuan)。力爭到2022年(nian),全(quan)省生物(wu)質(zhi)能供(gong)暖(nuan)(nuan)面積達到1.5億平(ping)方米左右(you)。
太陽(yang)(yang)(yang)(yang)能(neng)(neng)(neng)供(gong)(gong)熱(re)。依(yi)托我省(sheng)太陽(yang)(yang)(yang)(yang)能(neng)(neng)(neng)資源(yuan)和光(guang)熱(re)產業優勢,大(da)力推廣(guang)“太陽(yang)(yang)(yang)(yang)能(neng)(neng)(neng)+”多(duo)能(neng)(neng)(neng)互補熱(re)利用(yong)模式(shi),實(shi)現太陽(yang)(yang)(yang)(yang)能(neng)(neng)(neng)與(yu)空氣能(neng)(neng)(neng)、地熱(re)能(neng)(neng)(neng)、生物質能(neng)(neng)(neng)、天然氣、電能(neng)(neng)(neng)等(deng)多(duo)能(neng)(neng)(neng)互補,采用(yong)集中式(shi)與(yu)分布式(shi)相結合的方式(shi),在條件適(shi)宜的小(xiao)城(cheng)鎮(zhen)、民用(yong)和公共(gong)建筑上推廣(guang)太陽(yang)(yang)(yang)(yang)能(neng)(neng)(neng)供(gong)(gong)暖系統;在農業大(da)棚、養(yang)殖(zhi)場(chang)等(deng)用(yong)熱(re)需求大(da)且(qie)與(yu)太陽(yang)(yang)(yang)(yang)能(neng)(neng)(neng)特性匹配的行(xing)業,充分利用(yong)太陽(yang)(yang)(yang)(yang)能(neng)(neng)(neng)進行(xing)供(gong)(gong)熱(re)。到2022年(nian),全省(sheng)“太陽(yang)(yang)(yang)(yang)能(neng)(neng)(neng)+其(qi)他”清潔能(neng)(neng)(neng)源(yuan)取暖面積(ji)達到500萬(wan)平(ping)方米左右。
核(he)(he)能供(gong)熱(re)(re)。密切跟蹤低溫(wen)供(gong)熱(re)(re)堆(dui)技(ji)術(shu)商(shang)業化應用成熟度,借鑒北京燕龍泳池式(shi)低溫(wen)供(gong)熱(re)(re)核(he)(he)反應堆(dui)的技(ji)術(shu)應用,積極推(tui)進核(he)(he)能示(shi)范項目研究論(lun)證(zheng),在有(you)條(tiao)件(jian)的地方開(kai)展(zhan)海上浮動(dong)堆(dui)和小型低溫(wen)供(gong)熱(re)(re)堆(dui)示(shi)范項目前期工作。
3.綠色交通。以提(ti)高能源(yuan)利用(yong)效率、降低排放為核(he)心(xin),加快推進(jin)新(xin)能源(yuan)汽車推廣(guang)應用(yong),完善充電基礎設(she)施,創(chuang)新(xin)發(fa)展模式,積極推進(jin)綠色交通省份(fen)建設(she)。
新(xin)(xin)能(neng)源汽(qi)車(che)(che)(che)推(tui)廣(guang)應(ying)用(yong)(yong)(yong)。以(yi)城市(shi)公(gong)交車(che)(che)(che)、公(gong)路客(ke)車(che)(che)(che)、出(chu)租(zu)車(che)(che)(che)等客(ke)運(yun)以(yi)及(ji)環衛、物流、公(gong)安巡邏(luo)等公(gong)共服(fu)務(wu)(wu)(wu)領域用(yong)(yong)(yong)車(che)(che)(che)為(wei)重點,加大(da)(da)新(xin)(xin)能(neng)源汽(qi)車(che)(che)(che)推(tui)廣(guang)應(ying)用(yong)(yong)(yong)力度,不斷(duan)擴大(da)(da)新(xin)(xin)能(neng)源汽(qi)車(che)(che)(che)在(zai)公(gong)共服(fu)務(wu)(wu)(wu)領域的(de)(de)應(ying)用(yong)(yong)(yong)比例和規模,形成新(xin)(xin)增(zeng)道(dao)路運(yun)輸(shu)車(che)(che)(che)輛(liang)(liang)(liang)以(yi)清(qing)潔能(neng)源和新(xin)(xin)能(neng)源車(che)(che)(che)輛(liang)(liang)(liang)為(wei)主的(de)(de)發(fa)(fa)展(zhan)(zhan)格局。結(jie)合(he)公(gong)務(wu)(wu)(wu)用(yong)(yong)(yong)車(che)(che)(che)制度改革,健全(quan)(quan)完善公(gong)務(wu)(wu)(wu)出(chu)行(xing)市(shi)場化保(bao)障(zhang)體系(xi),大(da)(da)力推(tui)廣(guang)“充(chong)電服(fu)務(wu)(wu)(wu)+汽(qi)車(che)(che)(che)租(zu)賃”模式,促(cu)進新(xin)(xin)能(neng)源汽(qi)車(che)(che)(che)在(zai)公(gong)務(wu)(wu)(wu)出(chu)行(xing)保(bao)障(zhang)方面的(de)(de)推(tui)廣(guang)使用(yong)(yong)(yong)。2019年起,全(quan)(quan)省各級黨(dang)政機(ji)關(guan)及(ji)公(gong)共機(ji)構購買(mai)機(ji)動(dong)車(che)(che)(che)輛(liang)(liang)(liang),特(te)別是用(yong)(yong)(yong)于機(ji)要(yao)通(tong)信、相對固定路線執(zhi)法執(zhi)勤、通(tong)勤等車(che)(che)(che)輛(liang)(liang)(liang)配備更新(xin)(xin)時,全(quan)(quan)部選用(yong)(yong)(yong)新(xin)(xin)能(neng)源汽(qi)車(che)(che)(che)。落實國家新(xin)(xin)能(neng)源汽(qi)車(che)(che)(che)發(fa)(fa)展(zhan)(zhan)和推(tui)廣(guang)應(ying)用(yong)(yong)(yong)的(de)(de)財(cai)稅優惠政策,建立促(cu)進新(xin)(xin)能(neng)源汽(qi)車(che)(che)(che)市(shi)場化發(fa)(fa)展(zhan)(zhan)的(de)(de)有(you)效(xiao)機(ji)制,鼓勵和支持居(ju)民優先購買(mai)和使用(yong)(yong)(yong)純電動(dong)汽(qi)車(che)(che)(che)或插電式混合(he)動(dong)力汽(qi)車(che)(che)(che)。提升汽(qi)車(che)(che)(che)節能(neng)環保(bao)標準,提高高油(you)耗、高排(pai)放汽(qi)車(che)(che)(che)使用(yong)(yong)(yong)成本,鼓勵有(you)條件的(de)(de)城市(shi)實施近(jin)零排(pai)放交通(tong)示范工程,引(yin)導居(ju)民綠色出(chu)行(xing)。到2022年,全(quan)(quan)省新(xin)(xin)能(neng)源汽(qi)車(che)(che)(che)保(bao)有(you)量力爭達到50萬輛(liang)(liang)(liang)。

4.氫(qing)(qing)(qing)能產(chan)業(ye)集群。以濟南(nan)、青島、濰坊(fang)為(wei)重(zhong)點,立足前沿、打造尖端(duan),綜合推廣(guang)利用氫(qing)(qing)(qing)能源。積極推進濟南(nan)“中(zhong)國氫(qing)(qing)(qing)谷”建設,推動(dong)氫(qing)(qing)(qing)能制(zhi)備、儲運、加氫(qing)(qing)(qing)基(ji)礎(chu)設施和(he)燃料(liao)(liao)電池關(guan)(guan)鍵(jian)零部(bu)件(jian)以及關(guan)(guan)鍵(jian)材料(liao)(liao)等(deng)方向(xiang)領先(xian)的中(zhong)央企(qi)(qi)業(ye)在我省落戶。依托濟南(nan)、濰坊(fang)等(deng)市骨干企(qi)(qi)業(ye),建立氫(qing)(qing)(qing)燃料(liao)(liao)電池創(chuang)新中(zhong)心,加快突破核(he)心技術,盡快實現(xian)產(chan)業(ye)化(hua),建設氫(qing)(qing)(qing)燃料(liao)(liao)電池汽車產(chan)業(ye)相關(guan)(guan)的動(dong)力系統、核(he)心部(bu)件(jian)及關(guan)(guan)鍵(jian)零部(bu)件(jian)生產(chan)基(ji)地(di),力爭在氫(qing)(qing)(qing)燃料(liao)(liao)電池汽車發展上走在全國前列。
5.海(hai)(hai)(hai)上(shang)(shang)(shang)風(feng)(feng)電(dian)制造與(yu)(yu)應(ying)用產業(ye)(ye)集群。以青(qing)島、煙(yan)臺、東營、濰坊(fang)、威海(hai)(hai)(hai)、日照、濱州等市(shi)為重點,圍繞海(hai)(hai)(hai)洋(yang)強省戰(zhan)略(lve)組織實施和“千(qian)萬千(qian)瓦(wa)級(ji)海(hai)(hai)(hai)上(shang)(shang)(shang)風(feng)(feng)電(dian)基(ji)地(di)”規劃建(jian)設(she)(she),加快(kuai)推進6兆瓦(wa)、8兆瓦(wa)及以上(shang)(shang)(shang)大(da)功率海(hai)(hai)(hai)上(shang)(shang)(shang)風(feng)(feng)電(dian)設(she)(she)備研制及使(shi)用,帶動相關(guan)配套(tao)裝備產業(ye)(ye)發展,建(jian)設(she)(she)高端(duan)海(hai)(hai)(hai)上(shang)(shang)(shang)風(feng)(feng)電(dian)裝備制造基(ji)地(di)。支持蓬萊(lai)爭取國家(jia)級(ji)海(hai)(hai)(hai)上(shang)(shang)(shang)風(feng)(feng)電(dian)檢(jian)測(ce)基(ji),帶動風(feng)(feng)機制造、海(hai)(hai)(hai)洋(yang)裝備、技術研發等全產業(ye)(ye)鏈協(xie)同發展。按(an)照試點先行、有序推進的原則(ze),科學推動海(hai)(hai)(hai)上(shang)(shang)(shang)風(feng)(feng)電(dian)開發建(jian)設(she)(she),支持海(hai)(hai)(hai)上(shang)(shang)(shang)風(feng)(feng)電(dian)與(yu)(yu)海(hai)(hai)(hai)洋(yang)牧場、波(bo)浪能、潮流能等融合(he)發展,形成產業(ye)(ye)發展與(yu)(yu)推廣(guang)應(ying)用相互配套(tao)、協(xie)同發展的建(jian)設(she)(she)格局(ju)。
(六)組織實施(shi)5大重(zhong)點(dian)工程。圍繞培育新能(neng)源領(ling)域新動能(neng),扎實推進創新能(neng)力(li)提升(sheng)、質量(liang)品牌建(jian)設、產(chan)業與應用融合示范、區域能(neng)源轉型示范、“互聯網(wang)+”智(zhi)慧能(neng)源等5大重(zhong)點(dian)工程,有(you)效(xiao)支(zhi)撐新能(neng)源產(chan)業健康持續快速發展。

4.區域(yu)能(neng)源(yuan)轉型(xing)示范工(gong)程。以新(xin)能(neng)源(yuan)示范城市(產業(ye)園區)、綠色能(neng)源(yuan)示范縣既有(you)(you)工(gong)作為基(ji)礎,在可(ke)(ke)再生(sheng)資源(yuan)條件好、發(fa)展潛力大(da)(da)、管(guan)(guan)理(li)有(you)(you)基(ji)礎、經濟(ji)承受能(neng)力強的(de)區域(yu),通(tong)過統(tong)(tong)籌規劃、優化設計、系統(tong)(tong)集(ji)成、體制(zhi)機制(zhi)創(chuang)新(xin),因地制(zhi)宜實施傳統(tong)(tong)能(neng)源(yuan)與風能(neng)、太陽能(neng)、地熱能(neng)、生(sheng)物質能(neng)等可(ke)(ke)再生(sheng)能(neng)源(yuan)的(de)協(xie)同開發(fa)利用(yong),擴大(da)(da)可(ke)(ke)再生(sheng)能(neng)源(yuan)在區域(yu)供(gong)(gong)熱、供(gong)(gong)電、供(gong)(gong)氣、交通(tong)、建(jian)筑等各領域(yu)的(de)應(ying)用(yong),顯著提高區域(yu)可(ke)(ke)再生(sheng)能(neng)源(yuan)消(xiao)(xiao)費(fei)比(bi)重,促(cu)進區域(yu)能(neng)源(yuan)生(sheng)產和消(xiao)(xiao)費(fei)轉型(xing)升級,逐步建(jian)立適(shi)應(ying)可(ke)(ke)再生(sheng)能(neng)源(yuan)發(fa)展的(de)技術路徑、商業(ye)模(mo)式、管(guan)(guan)理(li)模(mo)式和政(zheng)策體系。
5.“互(hu)聯網(wang)+”智(zhi)慧能源示(shi)范(fan)工程。以青島(dao)中(zhong)德生(sheng)態(tai)園、濟南積(ji)成(cheng)工業園、泰(tai)安泰(tai)開(kai)工業南區(qu)等(deng)國家級新(xin)能源微電(dian)(dian)網(wang)、多能互(hu)補集成(cheng)優化(hua)(hua)示(shi)范(fan)工程為(wei)引領,在(zai)產業園區(qu)、大型商務(wu)區(qu)、大學(xue)城、交通樞紐中(zhong)心等(deng)重點(dian)區(qu)域,加強終(zhong)端供(gong)能系統(tong)統(tong)籌規(gui)劃和(he)(he)一體化(hua)(hua)建(jian)設,通過可再生(sheng)能源發(fa)電(dian)(dian)、儲能技(ji)術(shu)、冷熱電(dian)(dian)三聯供(gong)和(he)(he)微電(dian)(dian)網(wang)等(deng)集成(cheng)應(ying)用,探索(suo)發(fa)輸儲配用一體化(hua)(hua)的技(ji)術(shu)應(ying)用和(he)(he)商業運營(ying)模式(shi)示(shi)范(fan),同時強化(hua)(hua)能源需(xu)(xu)求側(ce)管理,推動新(xin)能源就地生(sheng)產和(he)(he)就近消納(na),提(ti)高能源綜合(he)利用效(xiao)率(lv)。圍繞(rao)促進(jin)新(xin)能源消納(na),提(ti)升電(dian)(dian)力(li)系統(tong)靈(ling)活性穩(wen)定性,積(ji)極(ji)推進(jin)不同技(ji)術(shu)類型、不同應(ying)用場景(jing)儲能示(shi)范(fan)項(xiang)目建(jian)設,促進(jin)儲能技(ji)術(shu)進(jin)步和(he)(he)產業發(fa)展(zhan)。加快推進(jin)“互(hu)聯網(wang)+充(chong)電(dian)(dian)基礎設施”建(jian)設,圍繞(rao)用戶(hu)需(xu)(xu)求,集成(cheng)電(dian)(dian)網(wang)、企業、交通、路(lu)況、氣象、安全等(deng)各種數據,建(jian)立電(dian)(dian)動汽車用戶(hu)綜合(he)服務(wu)系統(tong),提(ti)供(gong)充(chong)電(dian)(dian)導航(hang)、狀態(tai)查詢(xun)、充(chong)電(dian)(dian)預(yu)約、費用結(jie)算等(deng)服務(wu),拓展(zhan)平臺增值業務(wu)。
五、保障措施
(一)加(jia)強組織(zhi)協(xie)(xie)調(diao)(diao)。建立健全省(sheng)級領(ling)導牽頭、相關部(bu)(bu)門和單(dan)位(wei)協(xie)(xie)同(tong)推(tui)(tui)(tui)進(jin)(jin)(jin)的工(gong)作機制(zhi)(zhi)。省(sheng)有關部(bu)(bu)門要切實(shi)提(ti)高思(si)想認識(shi),加(jia)強組織(zhi)協(xie)(xie)調(diao)(diao),省(sheng)發(fa)展改(gai)革委、省(sheng)經濟和信(xin)息化委、省(sheng)科技(ji)廳要立足(zu)職能(neng)(neng)、主動擔當,抓好重大事(shi)項(xiang)推(tui)(tui)(tui)進(jin)(jin)(jin)落(luo)實(shi),及時協(xie)(xie)調(diao)(diao)解決重大問題(ti),牽頭推(tui)(tui)(tui)進(jin)(jin)(jin)新(xin)(xin)能(neng)(neng)源(yuan)產業推(tui)(tui)(tui)廣應用(yong)、裝備制(zhi)(zhi)造、科技(ji)研發(fa)等(deng)(deng)各領(ling)域(yu)(yu)發(fa)展;省(sheng)國土資源(yuan)廳、省(sheng)住房城(cheng)鄉建設廳、省(sheng)海洋(yang)與漁業廳、國網山(shan)東省(sheng)電力(li)公(gong)司等(deng)(deng)部(bu)(bu)門和單(dan)位(wei)要創新(xin)(xin)思(si)路、積極作為,從破解土地制(zhi)(zhi)約難(nan)題(ti)、推(tui)(tui)(tui)進(jin)(jin)(jin)地熱能(neng)(neng)開發(fa)利用(yong),統(tong)(tong)籌規劃(hua)布局(ju)、推(tui)(tui)(tui)進(jin)(jin)(jin)清潔取暖,科學(xue)指導海域(yu)(yu)使用(yong)、開展海洋(yang)能(neng)(neng)利用(yong)試驗(yan)示范,加(jia)強電力(li)供(gong)應保障、促進(jin)(jin)(jin)可再生能(neng)(neng)源(yuan)消納等(deng)(deng)方(fang)面提(ti)供(gong)務實(shi)有效的政策(ce)配套;省(sheng)統(tong)(tong)計局(ju)要完善新(xin)(xin)能(neng)(neng)源(yuan)產業統(tong)(tong)計指標體(ti)系(xi),實(shi)施跟蹤監測(ce),為科學(xue)監測(ce)、科學(xue)決策(ce)、強化考核提(ti)供(gong)支撐(cheng)。各市要依托新(xin)(xin)舊動能(neng)(neng)轉(zhuan)換相應工(gong)作機制(zhi)(zhi),聚(ju)焦重點任務,落(luo)實(shi)工(gong)作責任,加(jia)強要素(su)保障,全力(li)推(tui)(tui)(tui)進(jin)(jin)(jin)新(xin)(xin)能(neng)(neng)源(yuan)產業發(fa)展。
(二)加大(da)體(ti)(ti)制(zhi)機制(zhi)創新(xin)。持續(xu)(xu)深(shen)(shen)化放管(guan)服(fu)改革(ge),按照權(quan)利和(he)(he)責任同步下放、調控和(he)(he)監(jian)督(du)同步加強的要求,加大(da)簡政(zheng)放權(quan)力(li)度,加強事(shi)中事(shi)后監(jian)管(guan),改進優(you)化政(zheng)務服(fu)務、健全法(fa)(fa)制(zhi)保障(zhang)體(ti)(ti)系,建(jian)設包(bao)(bao)(bao)容創新(xin)、審慎監(jian)管(guan)、運行高效、法(fa)(fa)治規(gui)范的服(fu)務型政(zheng)府。完善(shan)以(yi)負面清單為主(zhu)的產(chan)業(ye)準入制(zhi)度,除國(guo)家規(gui)定必須保持國(guo)有(you)資(zi)本(ben)控股的企業(ye)外,最大(da)限度地放寬(kuan)投資(zi)準入,營造寬(kuan)松便捷的市(shi)(shi)場準入環境、公(gong)平有(you)序的市(shi)(shi)場競爭環境、安全放心的市(shi)(shi)場消(xiao)費環境。持續(xu)(xu)深(shen)(shen)化電力(li)體(ti)(ti)制(zhi)改革(ge),完善(shan)相關政(zheng)策(ce)(ce)法(fa)(fa)規(gui)、決策(ce)(ce)和(he)(he)激勵機制(zhi),建(jian)立(li)完善(shan)保障(zhang)新(xin)能(neng)源產(chan)業(ye)可持續(xu)(xu)發展的制(zhi)度體(ti)(ti)系和(he)(he)長效機制(zhi);深(shen)(shen)化電價(jia)改革(ge),探索建(jian)立(li)反映市(shi)(shi)場供需關系、資(zi)源稀缺程(cheng)度和(he)(he)環境損害(hai)成本(ben)的新(xin)能(neng)源價(jia)格(ge)體(ti)(ti)系。貫徹更加包(bao)(bao)(bao)容和(he)(he)鼓勵創新(xin)的治理(li)理(li)念,針對(dui)新(xin)技術、新(xin)產(chan)業(ye)、新(xin)業(ye)態(tai)、新(xin)模式(shi),降低準入門檻,推行動態(tai)審慎監(jian)管(guan),包(bao)(bao)(bao)容處于發展初期的新(xin)業(ye)態(tai)。

(四)完善(shan)財(cai)(cai)稅(shui)和價(jia)(jia)(jia)格(ge)體系(xi)。遵循財(cai)(cai)稅(shui)和價(jia)(jia)(jia)格(ge)改革方向(xiang),強化財(cai)(cai)政激勵、稅(shui)收和價(jia)(jia)(jia)格(ge)引(yin)導(dao)功(gong)能(neng)(neng),支持新(xin)(xin)能(neng)(neng)源(yuan)(yuan)產業(ye)技(ji)術(shu)創新(xin)(xin)和轉型升級。進(jin)一步(bu)加大財(cai)(cai)政資(zi)(zi)金對(dui)可再(zai)生(sheng)能(neng)(neng)源(yuan)(yuan)資(zi)(zi)源(yuan)(yuan)評價(jia)(jia)(jia)、技(ji)術(shu)研發(fa)(fa)(fa)、平(ping)臺建(jian)(jian)(jian)設(she)、人才培養(yang)、標準制(zhi)定、檢測(ce)認證(zheng)體系(xi)建(jian)(jian)(jian)設(she)等(deng)基(ji)礎性領域、前(qian)沿性學科以(yi)及(ji)示范工程的(de)(de)傾斜力度,激勵社會資(zi)(zi)本投(tou)資(zi)(zi)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)產業(ye)。嚴格(ge)落實國家(jia)(jia)對(dui)風(feng)電(dian)、光伏發(fa)(fa)(fa)電(dian)、生(sheng)物(wu)質(zhi)發(fa)(fa)(fa)電(dian)等(deng)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)發(fa)(fa)(fa)電(dian)項(xiang)目(mu)以(yi)及(ji)戰略(lve)性新(xin)(xin)興產業(ye)、高新(xin)(xin)技(ji)術(shu)企(qi)業(ye)的(de)(de)增(zeng)(zeng)值稅(shui)、所得稅(shui)、費用減免等(deng)稅(shui)費政策,減輕企(qi)業(ye)負擔(dan),增(zeng)(zeng)強企(qi)業(ye)活力。實施清(qing)潔(jie)能(neng)(neng)源(yuan)(yuan)取暖財(cai)(cai)政扶(fu)持引(yin)導(dao)政策。對(dui)符合國家(jia)(jia)規(gui)定的(de)(de)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)發(fa)(fa)(fa)電(dian)項(xiang)目(mu),及(ji)時(shi)申報(bao)可再(zai)生(sheng)能(neng)(neng)源(yuan)(yuan)電(dian)價(jia)(jia)(jia)資(zi)(zi)金附加補(bu)助目(mu)錄(lu);探(tan)索通過招標等(deng)競(jing)爭性方式配(pei)置資(zi)(zi)源(yuan)(yuan),引(yin)進(jin)技(ji)術(shu)和經(jing)濟實力較(jiao)強的(de)(de)投(tou)資(zi)(zi)主體參與(yu)項(xiang)目(mu)建(jian)(jian)(jian)設(she),推進(jin)技(ji)術(shu)水平(ping)提升和上網電(dian)價(jia)(jia)(jia)下降,逐步(bu)建(jian)(jian)(jian)立新(xin)(xin)能(neng)(neng)源(yuan)(yuan)發(fa)(fa)(fa)電(dian)價(jia)(jia)(jia)格(ge)補(bu)貼退出機制(zhi)。
(五)拓寬投(tou)融(rong)資(zi)(zi)(zi)(zi)(zi)渠道。創(chuang)(chuang)新(xin)(xin)(xin)適應新(xin)(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)產(chan)(chan)業(ye)(ye)(ye)的(de)(de)(de)融(rong)資(zi)(zi)(zi)(zi)(zi)方式(shi)(shi)(shi)(shi)和(he)(he)金(jin)(jin)融(rong)服(fu)務模(mo)式(shi)(shi)(shi)(shi),采用(yong)多種投(tou)融(rong)資(zi)(zi)(zi)(zi)(zi)模(mo)式(shi)(shi)(shi)(shi)促進(jin)新(xin)(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)產(chan)(chan)業(ye)(ye)(ye)發(fa)(fa)展。鼓勵(li)國(guo)有(you)資(zi)(zi)(zi)(zi)(zi)本、民營(ying)資(zi)(zi)(zi)(zi)(zi)本等(deng)(deng)各(ge)類社(she)會資(zi)(zi)(zi)(zi)(zi)本投(tou)資(zi)(zi)(zi)(zi)(zi)新(xin)(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)產(chan)(chan)業(ye)(ye)(ye),鼓勵(li)民營(ying)企(qi)業(ye)(ye)(ye)通過參股、控股、資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)收購等(deng)(deng)多種方式(shi)(shi)(shi)(shi)參與(yu)國(guo)有(you)企(qi)業(ye)(ye)(ye)改制重(zhong)組。探(tan)索建(jian)立項(xiang)目(mu)推介常態(tai)(tai)化(hua)(hua)制度(du),搭建(jian)銀企(qi)交流平臺,積極引導銀行等(deng)(deng)金(jin)(jin)融(rong)機構(gou)采取投(tou)貸聯(lian)動等(deng)(deng)新(xin)(xin)(xin)模(mo)式(shi)(shi)(shi)(shi),加大(da)(da)對新(xin)(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)產(chan)(chan)業(ye)(ye)(ye)傾斜(xie)支(zhi)持力(li)度(du)。支(zhi)持具(ju)備條件(jian)的(de)(de)(de)新(xin)(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)企(qi)業(ye)(ye)(ye)通過上市掛牌、發(fa)(fa)行債券、私募股權(quan)等(deng)(deng)方式(shi)(shi)(shi)(shi)實現融(rong)資(zi)(zi)(zi)(zi)(zi)。充(chong)分發(fa)(fa)揮山東省新(xin)(xin)(xin)舊動能(neng)(neng)轉換基(ji)金(jin)(jin)的(de)(de)(de)作用(yong),加大(da)(da)對新(xin)(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)領域(yu)技術創(chuang)(chuang)新(xin)(xin)(xin)、產(chan)(chan)業(ye)(ye)(ye)化(hua)(hua)項(xiang)目(mu)和(he)(he)重(zhong)大(da)(da)工(gong)程的(de)(de)(de)支(zhi)持和(he)(he)引導。支(zhi)持新(xin)(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)資(zi)(zi)(zi)(zi)(zi)源(yuan)(yuan)(yuan)(yuan)、設(she)備、服(fu)務、應用(yong)的(de)(de)(de)資(zi)(zi)(zi)(zi)(zi)本化(hua)(hua)、證(zheng)券化(hua)(hua),為(wei)基(ji)于“互聯(lian)網+”的(de)(de)(de)B2B、B2C、C2B等(deng)(deng)多種形(xing)態(tai)(tai)的(de)(de)(de)商業(ye)(ye)(ye)模(mo)式(shi)(shi)(shi)(shi)創(chuang)(chuang)新(xin)(xin)(xin)提(ti)供平臺。鼓勵(li)面向分布式(shi)(shi)(shi)(shi)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)的(de)(de)(de)融(rong)資(zi)(zi)(zi)(zi)(zi)租(zu)賃、政府與(yu)社(she)會資(zi)(zi)(zi)(zi)(zi)本合(he)作(PPP)等(deng)(deng)靈活的(de)(de)(de)投(tou)融(rong)資(zi)(zi)(zi)(zi)(zi)手段(duan),促進(jin)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)的(de)(de)(de)就地采集與(yu)高(gao)(gao)效(xiao)利用(yong)。建(jian)立和(he)(he)完(wan)善新(xin)(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)產(chan)(chan)業(ye)(ye)(ye)鏈(lian)企(qi)業(ye)(ye)(ye)信用(yong)擔保體(ti)系,提(ti)高(gao)(gao)中(zhong)小(xiao)企(qi)業(ye)(ye)(ye)融(rong)資(zi)(zi)(zi)(zi)(zi)能(neng)(neng)力(li),擴(kuo)大(da)(da)融(rong)資(zi)(zi)(zi)(zi)(zi)規模(mo)。
(六)擴大對外合作。充分利用兩(liang)種資源(yuan)、兩(liang)個市場,搶抓(zhua)“一帶一路”建設機遇,全方位實施新(xin)能(neng)源(yuan)產業(ye)對外開放與合作戰略。支(zhi)持我省優勢新(xin)能(neng)源(yuan)企(qi)業(ye)“走出去(qu)”,加強與國(境)外優秀企(qi)業(ye)合作,通過相互投(tou)資、拓展市場等(deng)方式,對關鍵新(xin)能(neng)源(yuan)技術和(he)設備引(yin)進、消(xiao)化、吸收和(he)再創新(xin),全面提(ti)升(sheng)我省新(xin)能(neng)源(yuan)科技創新(xin)能(neng)力和(he)裝(zhuang)備制造水平(ping)。
